HomeMy WebLinkAbout1998-08-25 - AGENDA REPORTS - OCJP GRANT RESO 98 102 (2)CITY OF SANTA CLARITA AGENDAREPORT CONSENT CALENDAR City Manager pproval ll Item to be presented by: Adele Macpherson_ DATE: August 25, 1998 SUBJECT: OFFICE OF CRIMINAL JUSTICE PLANNING (OCJP) VIOLENCE AGAINST WOMEN GRANT RESOLUTION NUMBER 98-102 DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION Adopt Resolution No. 98-102 accepting the Office of Criminal Justice Planning Violence Against Women Grant. 2. Approve and authorize the City Manager, or designee, to execute any contracts, agreements, or change orders arising out of the Office of Criminal Justice Planning Violence Against Women Grant. 3. Establish estimated revenues in the Miscellaneous Grants Fund account number 101-5172. 4. Authorize $30,000 to be transferred from Sheriff's Department contract savings in account number 6100-8071 to account number 101-5172 for the required 25% cash match. 5. Appropriate $102,000 to account number 7447-8110 and $18,000 to account number 7447-7312. BACKGROUND In June 1998, the City of Santa _Clarita applied for funding from the State of California Office of Criminal Justice Planning for a Violence_ Against Women Law Enforcement Specialized United Program Grant. This application was in response to the fact that more than 50% of the aggravated assaults that occur in Santa Clarita are domestic violence incidents. As a result, the City of Santa Clarita has been approved for $90,000 in funding for the 1998-99 grant year. In order to meet the requirement of the approved funds, the City must provide a $30,000 cash match. This grant is for one year, but maybe extended Adopted:3-26-qZ Agendoei Items 2 for two additional years upon satisfactory performance and subject to the availability of funds. Funding from this grant will be used for the creation of a.Family Violence Task Force, Sheriffs Investigator devoted to family violence cases, and community education and prevention. This will enable the City to improve tracking of . offenders, seek stiffer penalties, provide victims with the resources to seek help, and compile updated and accurate statistics. ALTERNATIVE ACTIONS Other direction as determined by City Council. FISCAL IMPACT The anticipated cost of this program is estimated to be $120,000. The grant award of. $90,000 requires a 25% match of the total $120,000 program budget which $30,000 will come from the Sheriffs Department contract savings in account number 6100-8071. ATTACHMENT Resolution Number 98-102 PM:ltk council\violnrpt.doc RESOLUTION NO. 98-102 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE OFFICE OF CRIMINAL JUSTICE PLANNING VIOLENCE AGAINST WOMEN GRANT AWARD AGREEMENT WHEREAS, the City of Santa Clarita desires to undertake a project designated as the Santa Clarita Violence Against Women Response Unit, to be funded in part from funds made available through the Violence Against Women Law Enforcement Specialized Unit Program, administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP). NOW, THEREFORE, BE IT RESOLVED THAT THE CITY MANAGER OF THE CITY OF SANTA CLARITA is .authorized. on its behalf to submit the proposal to OCJP and is authorized to sign and approve on behalf of the City Council the attached Grant Award Agreement, including any extensions or amendments thereof: Section 1: The applicant agrees to provide all matching funds required for said project (including any amendment thereof) under the program and funding terms and condition of OCJP and that the cash match will be appropriated as required. Section 2: Any liability arising out of the performance of the Grant Award Agreement, including Civil Court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility of any such liability. Section 3: That grant funds received hereunder shall not be used to supplant expenditures controlled by this body. Section 4: The City Clerk shall certify to the adoption of this resolution.
