HomeMy WebLinkAbout1998-08-25 - AGENDA REPORTS - OLD TOWN NEWHALL STREET FAIR (2)AGENDA REPORT City-ManaAApprl Item to be presented by: Glenn Adamick CONSENT CALENDAR DATE: August 25, 1998 SUBJECT: UPDATE - OLD TOWN NEWHALL STREET FAIR / TEMPORARY STREET CLOSURE (PORTIONS OF MARKET STREET AND WALNUT STREET) DEPARTMENT: City Manager RECOMMENDED ACTION Authorize the one -day closure (September 26, 1998) of the affected portions of Market Street and Walnut Street as shown on the attached map. BACKGROUND In December of 1997, the City Council approved a special event for Downtown Newhall in the calendar year 1998. The Newhall Redevelopment Committee began working on the concept of this event in spring of this year, after completing their review of the Special Standards and Design Guidelines for Downtown Newhall. After several Committee meetings, the event evolved into a street fair to be held sometime in late summer. Staff and the Committee then began working on identifying dates to conduct this one -day event. It was agreed upon by the Committee to coduct the event on September 26, to "piggy back" with Media One's annual community dance and the Heart of the West Pow Wow event being conducted at Hart Park. The -"Old Town Newhall Street Fair" is expected to cost approximately $16,000, with up to $10,000 being paid for through an EDA grant. Staff has hired Fleetwood Communications to act as the coordinator for the event. Staff and Fleetwood Communications are working on getting many of the items needed for the event at a reduced cost or having sponsors pay for certain infrastructure -related items and entertainment. Media One will be conducting their community dance in front of their building on Market Street as a part of this event and will be handling costs associated with the stage, dance floor, and chairs and tables. The dance will begin at approximately 6:00 p.m. The "Old Town Newhall Street Fair" will involve the temporary closing of Market Street between San Fernando Road and Newhall Avenue. Walnut Street between APPROVED Agenda Item: Market and Newhall Avenue will also be closed. This area was identified as the best location for the event due to its proximity to Hart Park and its low impact on circulation and business activities in the area. Hours of the event will be from 2:00 p.m: to 10:00 p.m. with both streets being re -opened on Sunday, September 27, 1998. Event activities will include the following: 1) Entertainment Component — a combination of diverse stage and strolling entertainment. In addition to several musical acts, The Santa Clarita Repertory Theater and the Canyon Theater Guild have expressed an interest in performing at the event. 2) Children's Activities — a variety of crafts, games and entertainment operated by volunteers and non-profit organizations. 3) Food — a combination of food booths operated by local merchants and carnival type food booths. 4) Craft Vendors — a wide variety of crafts available for purchase from local artisans. Staff will continue to provide the Council with updates as the event nears. ALTERNATIVE ACTIONS 1) Do not conduct an event. 2) Other action as directed by the City Council. FISCAL IMPACT The cost of the street fair is approximately $16,000. Funds have been budgeted in FY 98-99 in both Economic Development and Redevelopment.
