SUBJECT: PRESENTATION BY THE STATE DEPARTMENT OF TOXIC SUBSTANCE
CONTROL REGARDING THE STATUS OF THE CLEAN UP OF THE PORTA
BELLA SITE

BACKGROUND
The City Council approved the Porta Bella Specific Plan in 1995 and the development agreement
for the specific plan in 1996. The Porta Bella site contains hazardous materials and waste as
a result of previous activities from the manufacturing of munitions, explosives, and flares. As
a conditional of approval for the project, the entire site must receive clearance from the
California Environmental Protection Agency, Department of Toxic Substance Control prior to
the issuance of grading permits for the Porta Bella project. The portion of the Magic
Mountain/Via Princessa extension that travels through the Porta Bella site must also comply
with this condition.
The status of the Porta Bella clean up has been raised as a result of the Planning Commission's
review of the Draft Environmental Impact Report (DEIR) for the Magic Mountain/Via Princessa
extension. The Department of Toxic Substance Control anticipates holding a community
meeting in the Santa Clarita Valley during the middle of November to provide the community
with an update. However, the Planning Commission has requested a meeting with the City
prior to the community meeting. Tom Cota, from the Department of Toxic Substance Control
will present the City Council and the Planning Commission an update and will be available to
answer questions.
FISCAL IMPACT
This item is informational only, therefore, there are no fiscal impacts on the City.
