SUBJECT: A TAX SHARING RESOLUTION FOR. SANITATION DISTRICT
ANNEXATION NO. 241
RESOLUTION 98-46

RECOMMENDED ACTION
Adopt Resolution 98-46, approving and accepting the negotiated exchanged of property tax
revenuesresulting from Sanitation District Annexation No. 241.
BACKGROUND
Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment services
cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide
wastewater treatment service to property located outside of the Districts' service area, the
service area boundary must be expanded through the annexation process. As part of this
process, a tax -sharing resolution to provide the required funding to the Sanitation Districts
is adopted by the public agencies responsible for providing services to the subject property.
Local agencies receiving an apportionment of property tax from the annexing area must
determine the amount of tax revenues to be exchanged between the affected agencies. For
this annexation, a total of 1.2285 percent of the annual tax increment attributable to the land
area involvedin the annexation will be transferred to Sanitation District No. 32. Of this
total, the City is contributing 0.1171 percent of its revenues from the annual tax increment
for the annexation area.
The proposed annexation area is an existing single-family residential property of
approximately 1.925 acres located on 8th Street between Arcadia Street and Wayman Street.
Annexation would provide treatment for the residence which is currently on a septic system.
The property is consistent with the City's General Plan land use designation and zoning for
the site (RS -Residential Suburban, 3.4 - 6.6 dwelling units per acre).

FISCAL IMPACT
As proposed, the annexation to Sanitation District No. 32 should result in no adverse fiscal
impact to the City.

APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES
RESULTING FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 32.
"ANNEXATION NO. 241"
WHEREAS, pursuant to Section 99 and 99.1 of the Revenue and.Taxation Code, prior to the
effective date of any jurisdictional change which will result in a special district providing anew service, the
governing bodies of all local agencies that receive an apportionment of the property tax from the area must
determine the amount of property tax revenues from the annual tax increment to be exchanged between the
affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the
amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation
to County Sanitation District No. 32 entitled Annexation No. 241;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to County Sanitation District No. 32 in the annexation entitled Annexation No. 241 is approved and accepted.
2. For each fiscal year commencing on and after July 1, 1999, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to County Sanitation District
No. 32 a total of 1.2285 percent of the annual tax increment attributable to the land area encompassed within
Annexation No. 241.
Said percentage has been determined on the basis of the following contributions.

3. No additional transfer of property tax revenues shall be made from any other taxing agencies
to County Sanitation District No. 32 as a result of annexation entitled Annexation No. 241.
4. No transfer of property tax increments from properties within a community redevelopment
project which are legally committed to a Community Redevelopment Agency shall be made during the period
that such tax increment is legally committed for repayment of the redevelopment project costs.
5. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be.incorrect
thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated
and the corrected transfer shall be implemented for the next fiscal year, and any amounts of property tax
received in excess of that which is proper shall be refunded to the appropriate agency.
The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles,
the Board of Directors of County Sanitation District No. 32 of. Los Angeles County, and the governing bodies
of City of Santa Clarita, Castaic Lake Water Agency, Greater Los Angeles County Vector Control District,
and Newhall County Water District, signatory hereto

Tax Sharing Resolutions
Thank you for signing and returning the last joint resolutions that were submitted to your office for tax
sharing purposes.
Enclosed are new duplicates of a resolution involving your City and others. The applicant has
requested, in writing, annexation of his property into County Sanitation District No. 32 in order to receive
off-site disposal of sewage.
The resolution is being distributed to all parties for signature in counterpart. Therefore, you will only
be receiving a signature page for your City. Please execute the enclosed duplicate resolutions and return all
copies to this office as you have in the past. Upon completion of the annexation process, your office will
receive a fully executed copy of the tax sharing resolution for your files.
