HomeMy WebLinkAbout1998-05-26 - AGENDA REPORTS - RIVER PARK SITE (2)AGENDA REPORT City Manager Item to be presented byv Wayne Weber NEW BUSINESS DATE: May 26, 1998 SUBJECT: RIVER PARK SITE ACQUISITION DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council adopt Resolution No. 98-64, Los Angeles County 1992 Safe Neighborhood Park Bond Act, and authorize the City Manager to sign all necessary documents for the acquisition of Assessor's Parcel No. 2806-013-006. Not to exceed the funding available in the Prop A Safe Neighborhood Park Bond Act. In November 1992, the residents of Los Angeles County passed Proposition A, the Los Angeles County Safe Neighborhood Park Bond Act. The Bond Act listed specific projects that provided for the acquisition of Open Space Canyons in the Santa Clarita Valley, and the acquisition of SEA areas in the North County. At a previous public meeting, the City Council approved a request to apply to the County of Los Angeles Parks Department for consideration of areas in the City of Santa Clarita for use of these specific project funds. The County of Los Angeles authorized the Los Angeles Open Space District to award $1,232,000 of these specific project funds to the City of Santa Clarita. In July 1995, the Department of Parks, Recreation, and Community Services, and the California State Polytechnic University Pomona, 606 Studio Graduate Program in Landscape Architecture completed the Santa Clara River Park Report. This study set criteria for the River Park system and provided a prioritize list of undeveloped sites that could be acquired by the City for River Park purposes. The Parks and Recreation Commission supported, and the City Council adopted the River Park Project Report. Adopted: s z (o -q Agenda iema� Assessor Parcel Number 2806-013-006 (site nine) in Canyon Country was ranked number three in the priority listing. The property is 24.6 acres in size and has been listed for sale by the owner. A property appraisal is in process and will be complete in approximately two weeks. This report will establish the current fair market value for final price negotiations with the owner. Staff consultants have completed an Environmental Site Assessment (Phase I) of the site. The Phase I report reviews topography, geology, and hydrogeology of the site. Phase I also documented the reconnaissance of the sites present condition; analyzed historic aerial photographs to confirm .the previous uses of the site and the current property use in the general vicinity. The environmental report indicates that there are no known major environmental hazards present on the property. Staff has made an application for a California Environmental Quality Act (CEQA) categorical exemption for a Class 16 (Section 15316), which covers the acquisition or sale of land in order to establish a park where land is in a natural condition or contains historic sites or archaeological sites. This application will be filed with the Los Angeles City Clerk and posted for public comment for 30 days prior to recording. Prior to the purchase of property for City use, a determination must be made that the purchase is in conformance with the City's General Plan. The purchase of open space lands adjacent to the Santa Clara River is discussed in numerous elements including the Parks and Recreation and the Open Space and Conservation elements of the General Plan. The Planning Commission has reviewed the site for use as.a river park, and approved the site for consistency with the City of Santa Clarita General Plan at its May 5, 1998 public meeting. The Parks and Recreation Commission has reviewed the site and supports negotiations to acquire the property. ALTERNATIVE ACTIONS Other direction by City Council as required. FISCAL IMPACT Funding for this acquisition will be reimbursable from the Los Angeles County Open Space District. Funding for this project has been budgeted in Account # P0010. ►VYV:C .IN` i5i�ii` I�1 Resolution No. 98-64 River Park Report Map Site Location Map plandev\598c 1.doc RESOLUTION NO. 98-64 ARESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT GRANT PROGRAM FOR THE ACQUISITION OF A RIVER PARK FACILITY WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted Los Angeles County Proposition A Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which provides funds to the County of Los Angeles and other public agencies in the County for the purposes of acquiring and/or developing facilities for public recreational facilities and open space; and WHEREAS, the Proposition also created the County of Los Angeles Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary procedures governing local agency applications for grant funds under the Proposition; and WHEREAS, the District's procedures require the applicant to certify,by resolution, the approval of the application before submission of said application to the District; and, WHEREAS, the project, Site #9 of the Santa Clara River Park Project Report, has been identified by the Department of Parks, Recreation, and Community Services as a valuable addition to its focus on alternative recreational programs for youth and teens in the Santa Clarita Valley; and WHEREAS, said application contains assurances that the applicant must comply with; and WHEREAS, the Department of Parks, Recreation, and Community Services can begin the acquisition of a river park facility for the Santa Clarita Valley. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita hereby: 1. Approves the filing of an application with the County of Los Angeles Regional and Open Space District for funds under Sections 8.a.2, Y and GG, of the Proposition for the above project; 2. Certifies that said applicant understands the assurances and certification in application form; 3. Certifies that said applicant has, will have, or will create partnerships to provide sufficient funds for the operation and maintenance of the project in perpetuity; and 4. Appoints the City Manager, as agent of the City of Santa Clarita, to conduct all negotiations, and execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests, and so forth, which may be necessary for the completion of the aforementioned project.
