SUBJECT: RAILROAD AVENUE RECONSTRUCTION, PROJECT NO. 95-065 -
PROJECT ACCEPTANCE
DEPARTMENT: Transportation and Engineering Services
City Council accept the work performed by Gueno Development Inc. on Railroad Avenue,
Project No. 95-065. Direct the City Clerk to file the attached Notice of Completion. Direct staff
to release the 5% retention 35 days after the Notice of Completion is recorded, provided no stop
notices, as provided by law, have been filed.
City Council approve the change order to Los Angeles County Purchase Order No. 9800105 for
professional construction engineering, surveying, and material testing services in the amount
of $50,000.00 from Account No, S2001453.
Increase appropriations in Account No. S2001453 by $92,741.25 to carry funds remaining from
FY 1997-98 to FY 1998-99.
BACKGROUND
On July 8, 1997, Council awarded a contract for the subject project to Gueno Development Inc.
This project reconstructed Railroad Avenue from San Fernando Road south of 4th Street to San
Fernando Road at 11th Street.
Los Angeles County Department of Public Works provided professional construction
engineering, inspection, surveying, and geotechnical services during construction of this project.
Due to additional services such as material testing and extended construction period because
of El Nino, we need to increase the Los Angeles County Purchase Order by $50,000.00 to pay
for their services. This amount is available in the project budget.
This project was completed to the satisfaction of the City Engineer on July 17, 1998. The
project was completed under budget with extended construction period due to extremely
adverse weather conditions. The total cost for construction was $2,056,285.22, which included
$1,941,691.00 original contract amount and $114,594.22 (less than 6%) in change orders.

FISCAL IMPACT
The total cost for construction was $2,056,285.22. This project was funded by the following
funding sources: Community Development Block Grant (CDBG), Economic Development
Administration Grant (EDA), Transit Capital Improvement Grant (TCI), and Transit Funds.

NOTICE OF COMPLETION
1. The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the
right-of-way upon which it has been constructed, of a certain public improvement known
as: Reconstruction of Railroad Avenue, Project No. 95-065.
2. The City's address is: 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA
91355-2196.
3. The general location of said public improvement is on Railroad Avenue from San
Fernando Road south of 4th Street to San Fernando Road at 11th Street.
4. On July 8, 1997, a contract to construct said public improvement was awarded to Gueno
Development Inc., 714 W. Olympic Boulevard, Suite 1120, Los Angeles, CA 90015.
5. Work under said contract was completed on July 17, 1998 to the satisfaction of the City
Engineer, and was accepted by the City on September 22, 1998.
