SUBJECT: ADOPTION OF RESOLUTION NO. 98-136 AMENDING THE
SCHEDULE OF FEES AND CHARGES FOR CITY SERVICES
BY ADDING SPECIFIC PROVISIONS FOR THE SANTA
CLARITA SPORTS COMPLEX.

RECOMMENDED ACTION
Receive report, open public hearing, receive testimony, close public hearing, and
adopt Resolution No. 98-136.
BACKGROUND
On October 15, 1997, escrow closed for the amount of $3.1 million on the 20 -acre
property located at 26407 Golden Valley Road. The property was purchased by the
City of Santa Clarita from the Merle Norman Cosmetic Corporation. The property
includes three buildings, each with 22,000 square feet. The City of Santa Clarita
immediately began the renovation of building 42 into the Sports Complex at a cost of
$1.88 million.
The construction and renovation of the 22,000 square foot Santa Clarita Sports
Complex (SCSC) is nearly complete, with a grand opening date set for Saturday,
December 5, 1998. The facility includes two basketball courts, four racquetball
courts, a locker room with shower facilities, rest rooms, office space, and storage
facilities.
The City of Santa Clarita anticipates opening the doors of the Sports Complex for
public use on Monday, December 7, 1998.
The City Council on July 9, 1996, adopted Resolution No. 96-82 establishing a
comprehensive system of fees charged by the City of Santa Clarita. In order to
recuperate some of the costs of operating the Sports Complex, the City conducted a
Cost Recovery Fee Study. Other municipalities were also polled to assure that the
proposed fee structure was well within industry standards.

The proposed fee structure was then brought before the City of Santa Clarita's Parks
and Recreation Commission on November 5, 1998. After review and public
comment, the Parks and Recreation Commission recommended that staff present
the attached fee structure and resolution for review by the City Council.

Receive report, open public hearing, receive testimony,. direct staff to redraft
Resolution No. 98-136.
FISCAL IMPACT
Projected revenue for one year is $63,000.

NOTICE OF PUBLIC HEARING
TO CONSIDER THE PROPOSED USER FEE STRUCTURE
FOR PARTICIPANTS OF THE SANTA CLARITA SPORTS COMPLEX
LOCATED AT 26407 GOLDEN VALLEY ROAD,
IN THE CITY OF SANTA CLARITA, CALIFORNIA
PUBLIC NOTICE IS HEREBY GIVEN:
The City of Santa Clarita, California will hold a public hearing with respect to the
proposed user fee structure of the Santa Clarita Sports Complex (located at 26407
Golden Valley Road). The Santa Clarita Sports Complex is scheduled to be opened to
the public on December 5, 1998. The fee structure is based upon racquetball court
usage, and open gymnasium basketball play. The initial fee proposal was reviewed by
the City of Santa Clarita Parks and Recreation Commission at the November 5, 1998
Parks and Recreation Commission meeting. The Parks and Recreation Commission
after review of the fee structure recommended the fee structure for public hearing at
a City Council meeting.
The hearing will be held by the Santa Clarita City Council in the City Hall Council
Chambers, 23920 Valencia Blvd., 1st Floor, on the 24' day of November, 1998, at or
after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this
matter at that time. Further information may be obtained by contacting the City
Clerk's Office, Santa Clarita City Hall, 23920 Valencia Blvd., Suite #301, Santa
Clarita, CA.
If you wish to challenge this action in court, you may be limited to raising only those
issues you or someone else raised at the public hearing described in this notice, or in
written correspondence delivered to the City Council, at, or prior to, the public hearing.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA; CALIFORNIA
AMENDING THE SCHEDULE OF FEES AND CHARGES FOR CITY SERVICES BY
ADDING SPECIFIC PROVISIONS FOR THE SANTA CLARITA SPORTS COMPLEX
WHEREAS, the City Council on July 9, 1996, adopted Resolution No. 96-82 establishing a
comprehensive system of fees charged by the City; and
WHEREAS, the City wishes to comply with both the letter and the spirit of Article XIII B of
the California Constitution and limit the growth of taxes; and
WHEREAS, the City established a policy of recovering all or a portion of the costs
reasonably borne of providing special services of a voluntary and limited nature; and
WHEREAS, pursuant to Government Code Section 66018, the specific fees to be charged for
services must be adopted by the City Council by Resolution, after providing notice and
holding a public hearing; and
WHEREAS, the City Council conducted a duly noticed public hearing regarding the
proposed, Sports Complex fees established_ by this resolution, at which oral and written
presentations were invited as part of a regularly scheduled meeting. The City Council has
duly considered all oral and written testimony prior to the adoption of the proposed fees set
forth herein; and
WHEREAS, the City. Council has determined that the public interest, convenience, and
necessity require the adoption of the proposed fees.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
Section 1: Resolution No. 96-82, being the Schedule of Fees and Charges for City
Services Resolution adopted on July 9, 1996, by the City Council, is hereby
amended by adding the following fees:
