SUBJECT: SANTA CLARITA TRANSIT CENTER - AWARD DESIGN CONTRACT
PROJECT NO. T1007

RECOMMENDED ACTION
City Council authorize the City Manager or his designee to execute the contract for engineering
and architectural design services for the Santa Clarita Transit Center, Project No. T1007, with
Daniel, Mann, Johnson, & Mendenhall (DMJM) in an amount not to exceed $270,000, subject
to City Attorney approval. Funds from Account Nos. T1007205 and T1007206 have been
budgeted in FY 1998/99 for this project.
BACKGROUND
This project will provide for bus -to -bus transfers for patrons using the Santa Clarita Transit
system. The construction of this center will allow for the restructuring of bus routes, which will
result in a daily reduction of 324 bus miles (96,348 annually). The transit center will include
a transfer island with space to park 12 buses simultaneously. Additional features of the
proposed center will include passenger amenities, interconnection with the paseo system, bike
trails, and.other pedestrian access.
In June 1998, the City acquired property for the. Santa Clarita Transit Center site located on
the north side of Valencia Boulevard, west of McBean Parkway. Staff has moved forward to
select a consultant to provide professional engineering and architectural services to design the
transit center.
On August 19, 1998, qualifications were submitted by five professional engineering/
architectural teams, listed below:

INCA Engineers, Inc. Los Angeles, California
Khatri International, Inc. Pasadena, California
RNL Design (RNL Interplan, Inc.) Los Angeles, California

Following qualification review and evaluation by City staff, DMJM was selected to provide the
design services required for this project. Total costs to provide the engineering/architectural
services required for this project are estimated to be $270,000.00. The fees would cover the
following engineering/architectural services:
• Survey
• Mapping
• Geological/seismic/geotechnical reports
• Design review participation process
• Hydrology study and hydraulic calculations
• Architectural and structural design for restrooms and canopies
• Site layout, grading, drainage, utility, signing, striping,. landscape, irrigation, street
lighting, and roadway modification plans
• Electrical communication design
• Plans, specifications and costs estimates (PS&E's)
• Environmental studies (includes NEPA Categorical Exclusion preparation and processing)
• Construction phase services
ALTERNATIVE ACTIONS
1. Postpone award of professional service contract.
2. Determine that the transit center is no longer necessary and abandon the project.
3. Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $953,805.00 from Account Nos. T1007205 and Ti007206 have been
budgeted in FY 1998/99 for this project.
