Salvani DATE: November 24, 1998 SUBJECT: SCHERZINGER LANE IMPROVEMENTS, PROJECT NO. S3013 AWARD DESIGN CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the contract to HDR Engineering, Inc. for engineering design services for Scherzinger Lane Improvements, Project No. S3013, in the amount of $119,882.00 and authorize a 15 percent contingency expenditure. Authorize the City Manager or designee to execute and sign all documents, subject to City Attorney approval. BACKGROUND Scherzinger Lane is a residential street without curb and gutter, sidewalk, and street lighting. The proposed improvements will enhance pedestrian safety and improve drainage in the area. This project will install curb and gutter, sidewalk, street lights, and reconstruct some portions of Scherzinger Lane and other side streets that intersect with it. The following is a list of the streets planned for improvements under this project: • Scherzinger Lane from Sierra Highway to 1,450 feet north of Adon Avenue. • Scherzinger Lane from 200 feet south of Sierra Cross Avenue to Sierra Highway. • Adon Avenue from Sierra Highway to Scherzinger Lane. • Bonnie View Avenue from Scherzinger Lane to the cul-de-sac. • Sierra Cross Avenue from east of Sierra Highway (Mint Canyon/LACFCD) to Scherzinger Lane. • Sierra Cross Avenue from Scherzinger Lane to the cul-de-sac. A 1990 Community Development Block Grant (CDBG) Census Block identified Scherzinger Lane as an eligible area for the grant. The funding for this improvement is a part of the City's annual entitlement from CDBG and is included in the Fiscal Year 1998-99 Capital Improvement Program funded projects. Included in the RFP is the requirement to design the necessary improvements and conduct a public meeting with the area residents. The RFP was sent to firms on the City's Design Consultants List. Nine firms submitted proposals (see Exhibit "B'). Based on technical qualifications and methodology for the project, HDR Engineering, Inc. is the recommended firm. ALTERNATIVE ACTIONS City Council can choose to postpone or cancel the project. FISCAL IMPACT This project is funded by a Community Development Block Grant (CDBG) in the amount of $196,029.00. Sufficient funds have been budgeted in Fiscal Year 1998-99, in Project Account No. S3013104, to cover the design cost of the project. Additional funding will be needed for the construction of these improvements.
