Over the last five years, ridership on Metrolink, the commuter rail service administered by the Southern California Regional Rail Authority (SCRRA), has grown by 12 percent per year. Metrolink trains currently cant' 30,000 daily passenger trips and remove approximately 18,500 automobile trips from parallel freeways. Commuters have found that Metrolink trains offer a viable and convenient alternative to the automobile. Ridership has soared and Metrolink trains are now an integral part of the Southern California transportation network. Metrolink trains are at or near capacity and more rolling stock is needed to accommodate the increasing ridership and service demand. Additional rail cars will allow the SCRRA to increase Metrolink service to Santa Clarita, serving the Princessa and Santa Clarita stations, as well as the new Newhall Metrolink station, which is scheduled for completion in 1999. The SCRRA is seeking State funds under the 10 Percent Interregional Program Section of Senate Bill 45 and requests the support of the City of Santa Clarita in its effort to secure money for new rolling stock. The SCRRA is not in competition with the City of Santa Clarita for these funds. The SCRRA is seeking $49.7 million over the six-year State Transportation Improvement Program cycle to purchase 30 passenger cars and five locomotives. Resolution 98-27 Vansitlagenda\s=98.agn RESOLUTION 98-27 A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA IN SUPPORT OF SOUTHERN CALIFORNIA REGIONAL RAIL AUTHORITY FUNDING REQUESTS TO THE CALIFORNIA TRANSPORTATION COMMISSION IN 1998 WHEREAS, Metrolink, the passenger rail system operated by the Southern California Regional Rail Authority, began operation on October 26, 1992 with 24 daily trains serving 11 stations on three lines; WHEREAS, Metrolink has added on average a new train station and 10 miles of railroad. line every two months of its existence, and today carries over 27,000 riders between 46 stations along 416 miles of track in the counties of Los Angeles, Orange, Riverside, San Bernardino, Ventura, and San Diego; and WHEREAS, Metrolink provides a convenient means of transportation for residents throughout the region, reduces gridlock, improves air quality; and WHEREAS, Metrolink removes more than 15,250 automobile trips per day and removes 8.5 percent of freeway traffic on parallel highways; and WHEREAS, additional funding is necessary to continue the rapid expansion of the system to meet the needs of current and future passengers; and WHEREAS, the Senate of the State of California passed Senate Bill 45 in 1997 restructuring the funding of transportation projects and creating the Interregional 10 Percent Program and the Regional Choice Program; and WHEREAS; Metrolink is asking that a request for funding of the purchase of 30 additional commuter passenger cars and 5 locomotives be considered eligible under the 10 Percent Interregional Program. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1 Support this request. by Metrolink to consider additional commuter passenger cars and locomotives to be eligible for funding from the State 10 Percent Interregional Choice Program. SECTION 2 The City Clerk shall certify to the adoption of this resolution.
