Caravali DATE: January 6, 1998 SUBJECT: Santa Clarita Valley Resource Center of the City Council RECOMMENDED ACTION City Council accept report for informational purposes and direct staff to complete funding proposal for City's in-kind facility match to United Way. BACKGROUND For the past several years, the Community Council, a networking group of community-based, non-profit organizations of which the City is an active participant, has raised concerns regarding the need for additional support. At the request of the Community Council, a task force was created in December, 1996 to research the perceived needs of the non-profit community. A Community Needs and Asset Assessment was conducted by the task force in February, 1997. The results of the study confirmed the need for a Santa Clarita Valley Resource Center that could provide support and assistance to local non-profit organizations in the following areas: 1. Volunteers: Assist in recruitment, orientation, training development, and referral of volunteers. 2. Project Development: Develop partnerships for specific projects and for long-term commitments. 3. Fund development: Provide resources and educational opportunities in the area of grant writing, etc. 4. Mobilization: Encourage collaboration and partnerships in order to mobilize agencies, personnel, and resources to meet community needs. 5. Marketing: Work with non-profit organizations to help market their programs/services to better address community needs. 6. Facilities and Resources: Provide a means to acquire in-kind contributions, such as, facilities, equipment, and other donated items from businesses and the community at - large. The Resource Center would establish a physical facility shared by all non -profits organization (large and small), community groups, volunteers, youth, and businesses to provide support and assistance as stated in the following Mission Statement: 1 of 1 The Santa Clarita Valley Resource Center mobilizes people and resources to deliver creative solutions to community problems. In early 1997, United Way received a corporate gift from Newhall Land and Farming Company in the amount of $20,000. The only requirements attached to the $20,000 were that the money be used locally and that United Way form a committee comprised of local representatives from the Santa Clarita Valley who will determine how best to use the funds to benefit the community. The committee included representatives from the Chamber of Commerce, Henry Mayo Newhall Memorial Hospital, United Way staff, volunteers, Newhall Land and Farming Company, and City staff who met to determine the best way to use the $20,000. When presented with information on the development of a Santa Clarita Valley Resource Center, the committee realized this was precisely the type of project they wanted to fund. The SCV Resource Center would allow them to support the entire community as opposed to one individual group or organization. In June, 1997, United Way approved the committee's recommendation to designate the entire $20,000 for the development of the SCV Resource Center. The ultimate goal is to leverage the money and encourage other businesses to give locally as well. The task force is in the process of hiring a part-time grant writer who will seek matching funds, apply for start-up and operational grants, and establish a nonprofit 501(03 status for the Resource Center. It is the goal of the task force that the SCV Resource Center be a self-supporting, independent, non-profit organization. Funding sources could include fee for service and grants. ALTERNATIVE ACTIONS ' None. FISCAL IMPACT United Way has designated $20,000 for the development of the SCV Resource Center. Matching funds or in-kind donations of space would greatly benefit the project.
