Brad Therrien SUBJECT: SKATEPARK - PROJECT NO. P0011 . APPROVE DESIGN PLANS AND SPECIFICATIONS AND APPROVE ADVERTISEMENT FOR BIDS DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION . City Council approve the plans and specifications for Project No. P0011- Skatepark. Authorize staff to advertise plans and specifications to the latest edition of the California Public Contract Law on May 1, 6, and 10, 1998, with the bid opening scheduled for May 21, 1998 at 11:00 a.m. Authorize the City Manager or designee to execute and sign all documents subject to City Attorney approval. BACKGROUND In 1996, City Council directed Parks, Recreation, and Community Services staff to develop a skatepark. During a meeting in June 1997, City Council approved the authorization to acquire the Merle Norman property (Santa Clarita Sports Complex). Escrow on the property closed in October 1997 and plans for. the skatepark began. Public meetings were held on October 14, 1997 and November 25, 1997 by Recreation staff and the architectural firm of Lawrence Moss & Associates. Preliminary designs were developed as a result of public input. The final design is comprised of all ideas captured into one that best utilizes the site and fits the needs of both inline skaters and skateboarders. On December 4, 1997, the Parks and Recreation Commission reviewed the preliminary plans and recommended their approval to City Council. On January 20,1998, the preliminary plans were presented to and approved by the Planning Commission. In the last few weeks the architectural firm completed the plans and an engineer's estimate was prepared. The estimate showed that the park could be built for an amount close to the budget available from the grant. A quote presented by Begl Construction Company (the contractor currently working on the sports complex) to build the park as a change order was for more than $56,000.00 above the budget. Staff feels that competitive bidding may bring the costs down and still complete the park on time. ,Apr---' OWED Agenda Item: SKATEPARK —PROJECT NO. POO11 April 28, 1998 — Page 2 ALTERNATIVE ACTIONS Issue a change order to Begl Construction Company, who is currently under contract with the City for construction of the Santa Clarita Sports Complex. This change order could allow the skatepark to open concurrently with the grand opening of the Sports Complex, which is scheduled for August 1998. Begl Construction Company has quoted $221,357.00, which is approximately $56,000.00 above the original engineer's estimate for this project. If this change order is issued, including 15% for project contingencies, it would increase Begl Construction Company's contract from $1,706,000.00 to $1,960,560.55, and funds in -the amount of $89,345.55 would need to be appropriated from City Council Contingency Account No. 1240-7401 to Account No. P0011001. Other action as determined by City Council. FISCAL IMPACT Project funds in the amount of $184,211.00 have been budgeted in Account No. P0011210. Of this money, $19,000.00 has been allocated for the design architect firm of Lawrence R. Moss & Associates. This project is currently being entirely funded by the Los Angeles County Open Space District Bond Act (Proposition A). Additional funding will be necessary to complete the project as designed.
