SUBJECT: TEMPORARY HOMELESS SHELTER

RECOMMENDED ACTION
City Council approve the use of building number one at the Santa Clarita Sports
Complex for use as a temporary homeless shelter from December 1, 1998, to
March 31, 1999; and approve funds for the shelter in the amount of $10,000 to be
allocated from Council contingency fund #1240-7401, to be transferred to and paid
out of account #7411-7312.
On October 21, 1997, the City Council approved the use of the Santa Clarita Sports
Complex, building number one, as a temporary homeless shelter from December 1,
1997, through March 31, 1998, and allocated $10,000 towards implementation of the
temporary shelter by the El Nino Shelter Coalition.
Since then the members of the Coalition working in conjunction with Santa Clarita
Community Development Corporation (SCCDC) have successfully raised $17,000 in
its effort to purchase a permanent site to operate a homeless shelter in the Santa
Clarita Valley. SCCDC has had significant trouble locating a site for this particular
use, however. As a result of their difficulty finding a permanent site, they are now
having to once again face another winter without a facility to shelter the homeless in
the Santa Clarita Valley.
Therefore, on October 19, 1998, members of SCCDC met with City staff to discuss
the possibility of temporarily locating a homeless shelter in building number one of
the Santa Clarita Sports Complex from the months of December 1, 1998 to April 30,
1999. Several issues were raised at that time concerning the changes that have
taken place since last year's temporary homeless shelter was opened.
One of the key issues that staff raised as a concern is security in and around the
Sports Complex. Unlike last year when the buildings were not in use, the Sports
Complex gymnasium and skatepark will be in full operation at the same time as the

shelter. SCCDC has assured City staff that they will provide adequate around-the-
clock volunteer safety patrols during operating hours.
In addition, SCCDC has agreed to use the Corporation's funds to pay for utilities in
building number one while in use. Staff has also asked SCCDC to review its
operating procedures to consider the changes that have taken place since last year
and make the necessary revisions in order to assure that the use of the facility does
not disrupt or interfere with the operation of the skatepark or the Sports Complex
gymnasium.
Based on lastyear's successful temporary homeless shelter, staff is recommending
that the City Council approve the use of building number one on a temporary basis
and provide the SCCDC with $10,000 in order to implement the.Santa Clarita
Shelter. Staff is also recommending that the temporary shelter operate from
December 1, 1998 to March.31, 1999, with the possibility to extend operations
through the month of April depending on weather conditions.
ALTERNATIVE ACTION
1. City Council deny the Santa Clarita Community Development Corporation use
of building number one at the Sports Complex and provide no funding:

FISCAL IMPACT
Total cost to the City would be $10,000 to be paid out of the Council contingency
fund.
