SUBJECT: TRACT MAP NO. 47863 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 47863; accept on behalf of the public the offers of
dedication for the public streets, easements for sewer purposes, storm drain purposes, sight
visibility, landscape maintenance purposes, and the abandonment of rights of direct
vehicular ingress and egress from abutting lots to Whites Canyon Road; make findings as
follows: (a) that this project is consistent with the provisions of Section 66474, 66474.1, and
66474.6 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent
with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3
of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code;
instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the
map for Tract Map No. 47863, which indicates that all special assessments levied by the
City have been paid; and instruct the City Clerk to endorse the Certificate on the face of
Tract Map No. 47863, which'embodies the approval of said map and the acceptance of the
dedications shown thereon.
Tentative Tract Map No. 47863 was granted final approval on May 22, 1990. The approval
of a development agreement followed on October 8, 1991. This property, which is located on
the north side of Whites Canyon Road, was recently purchased by Ryland Homes from
Weston Development. The property consists of 33 acres and is being subdivided into 80
lots. The property will be used for single-family residential units. The conditions set by the
Planning Commission have been met, and fees have been paid as indicated on the attached
Fact Sheet. The map has been checked to the satisfaction of the City Engineer. The map is
ready for Council approval and acceptance of the dedications.

FISCAL IMPACT
Once the subdivision's streets are accepted by the City, their maintenance will impact the
City's Street Maintenance budget.
The Developer is contributing the following minimum amounts for the purposes described
(refer to the attached Fact Sheet for details):
Bridge and Thoroughfare Fees $424,000.00
Construction and Maintenance of Bicycle Trails 85,409.60
Improvement of Library and Park Site 199,500.00

FACT SHEET
Tract Map Location: North of Whites Canyon Road between Nadal Street and Wildwood
Road.
Acreage: 33.035 acres.
Number of Lots: 80.
Developer: Ryland Homes, recently acquired from Weston Development.
Quimby Fees: The Developer has dedicated to the City approximately 28 acres of
land south of Whites Canyon Road for a public park and potential
library. This land dedication is acknowledged to satisfy in full the
Quimby Act requirements for Tract Nos. 47863 and 46626, which
is currently being designed.
Donation for Park and $199,500.00 to be paid, plus a sum equal to increase in the C.P.I.
Library Improvements: upon issuance of building permits, for the
first "for sale" residences (excepting model homes) per approved
development agreement.
Road Fees: Bridge and Thoroughfare fees to be paid at building permit stage
per approved development agreement.
Road Improvements: Construction of full improvements along all subdivision streets,
the installation of median landscaping on Whites Canyon Road
along the tract frontage, and the overlay of the north side of
Whites Canyon Road along the tract frontage along with traffic
signal improvements.
Fees for Construction $1,067.62 per unit, plus a sum equal to the increase in the C.P.I. at
and Maintenance of building permit stage per the approved development agreement.
Bicycle Trails:
School Fees: To be paid at building permit stage per approved development
agreement.
Other Agreements: Developer has contributed cost to process and record a three -lot
parcel map on property owned by others. The owner has donated
Lot 3, containing seven acres, to the City.
