SUBJECT: TRACT MAP NO. 44360-01 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 44360-01; accept on behalf of the public the offers of
dedication for the public streets, and easements for sewer purposes, and storm drain
purposes; make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474, 66474.1, and 66474.6 of the Subdivision Map Act and should be approved,
and (b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code; instruct the City Treasurer to endorse the Special Assessment
Certificate on the face of the map for Tract Map No. 44360-01, which indicates that all
special assessments levied by the City have been paid; and instruct the City Clerk to
endorse the Certificate on the face of Tract Map No. 44360-01, which embodies the approval
of said map and the acceptance of the dedications shown thereon.
BACKGROUND
Tract 44360-01 is the first of five phases of Tentative Tract Map No. 44360. Tentative
Tract 44360 was granted approval by the Planning Commission on February 4, 1997. This
phase, which is located on the north side of Isabella Parkway just westerly of Gilbert Drive,
is owned by Isabella Investment Group. This phase includes 5.4 acres: Approximately 4.4
acres are for the public streets to serve the entire project (Phases One through Five) and
the other one acre consists of two lots. Lot One is for the common recreation area and Lot
Two is for the construction of five single-family residential condominium units. The
conditions set by the Planning Commission have been met, and fees have been paid as
indicated on the attachedFactSheet. The map has been checked to the satisfaction of the
City Engineer. The map is ready for Council approval and acceptance of the dedications.

ALTERNATIVE ACTIONS
No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
All public infrastructure included as part of this project will be constructed at no cost to the
City. Once the public sewers are accepted by the City, they will be maintained by the Los
Angeles County Consolidated Sewer Maintenance District, and the funds for this
maintenance will be included as an assessment collected with the property taxes. Once the
storm drain system is accepted as complete, it will be transferred to the Los Angeles County
Flood Control District for maintenance. All subdivision streets will be dedicated to the
City. Once they are accepted by. the City, they will impact the City's Street Maintenance
budget.
The developer is contributing the following minimum amounts for the purposes described
(refer to the attached Fact Sheet for details):
Bridge and Thoroughfare Fees $28,000.00
Transit Mitigation Fee 1,000.00
Quimby Requirement 10,735.00

Developer: Isabella Investment Group, LLC, a California Limited Liability
Company.
Quimby Fees: The required Quimby fee of $10,735.00 has been paid.
Road Fees: The required Bridge and Thoroughfare fee of $28,000.00 has been
paid.
Transit Fees: A Transit Mitigation fee of $1,000.00 has been paid.
County Library Fee: The developer is paying $336.00 per unit to Los Angeles County as
a mitigation measure due to impacts to the library system at the
building permit stage.
Road Improvements: All subdivision streets are to be public streets with full
improvements including curb, gutter, sidewalk, and streetlights.
School Fees: To be paid at building permit stage per agreement with the school
districts.
