SUBJECT: CITYWIDE TRAFFIC CONTROL DEVICE INVENTORY SYSTEM —
AWARD OF CONTRACT
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
Authorize the City Manager to execute a contract with Echelon Industries, Inc. in an
amount not to exceed $75,000.00, subject to the approval of the City Attorney,
Authorize continuing appropriations in Account No. 4331-8001 from FY 1997-98 to
FY 1998-99 in the amount of $75,000.00.
BACKGROUND
Presently, all existing traffic signs are maintained by staff in the Field Services
Department. Installations and modifications of traffic signs on a daily basis are performed
by Field Services staff with work orders from the Traffic Engineering Division. On some
large projects, Los Angeles County has been contracted for the work. Also, many private
contractors have been installing and modifying traffic signs on City streets that are affected
by private developments. Many signs are also installed as part of the City's Capital
Improvement Program (CIP) process. At the present time, the City does not have a very
efficient and readily usable record system for all signs installed or modified by various
sources.
The goal of this project is to develop an automated and centralized Traffic Control Device
Inventory (TCDI) system. The system will help staff in managing the City's traffic control
devices and enhance traffic safety for motorists and pedestrians in the City.
The chosen consultant will be responsible for developing a PC-based sign and pavement
marking inventory system capable of being expanded to accommodate future changes to the
roadway system and City boundaries. The consultant will establish an accurate inventory
of all existing signs and pavement markings within the City's boundaries.
In addition, the chosen consultant will be responsible for developing a sign inspection
program and schedule, developing a sign maintenance . program and schedule, and
providing necessary training for City staff to maintain and manage the TCDI software.

A Request for Proposals (RFP) was sent to 24 traffic and engineering consulting firms on
June 1, 1998. On June 26, 1998, staff received proposals for professional services from five
firms as follows:

Based on technical qualifications and methodology for the project, Echelon Industries, Inc.
is the recommended firm.
ALTERNATIVE ACTIONS
Do not proceed with the project. The City's sign inventory system will continue to be
operated manually.
Other action as determined by Council.
FISCAL IMPACT
As part of FY 1997-98, the City Council approved a budget of $75,000.00 to be used for this
purpose. Staff requests continuing appropriations of these funds to FY 1998-99 to complete
this project.
