SUBJECT: COMMUNITY FACILITIES DISTRICT NO. 92-1 OF THE CITY OF SANTA
CLARITA (VALENCIA TOWN CENTER)
RESOLUTION NO. CFD 98-1-1

RECOMMENDED ACTION
City Council approve Resolution No. CFD 98-1-1, authorizing and providing for the levying of
special taxes within said District and directing staff to prepare and deliver special tax bills to
the property owners.
BACKGROUND
On August 25, 1992, the City Council passed Ordinance No. CFD 92-1-1, authorizing the levy
of a special tax within Community Facilities District No. 92-1 (Valencia Town Center).
Adoption of Resolution No. CFD 98-1-1 will levy the special taxes for Fiscal Year 1998-99 upon
all properties within the Community Facilities District No. 92-1 which are not otherwise
exempt from taxation. The amount of the levy on each assessor's parcel is set forth in Exhibit A
to the Resolution.
State statutes require that each year prior to the payment date for the bonds' debt service, a
resolution be adopted, levying the special tax at an amount sufficient to meet debt service but
not to exceed the maximum special tax as set forth in the original Engineers Report on file with
the City Clerk.
The special tax will be separately billed by City staff to be collected prior to the November 15,
1998 and May 15, 1999 payments due on the bonds issued for this District.

Other direction as determined by the City Council.
FISCAL IMPACT
All debt service payments are covered by the Special Tax, which is paid by the Valencia Town
Center.

AUTHORIZING AND PROVIDING FOR THE LEVYING
OF SPECIAL TAXES WITHIN COMMUNITY FACILITIES
DISTRICT NO. 92-1 (VALENCIA TOWN CENTER)
WHEREAS, the City Council of the City of Santa Clarita, (the "Council") has heretofore taken
proceedings pursuant to the Mello -Roos Community Facilities Act of 1982, as amended, (the
"Act") for the establishment of Community Facilities District No. 92-1 (the "District"); and
WHEREAS, following a, special election of the qualified electors of the District, this Council, on
August 25, 1992, acting as the governing body of the District, adopted Ordinance No. 92-1-1
("Ordinance") which provided for the levying and collection of special taxes within the District,
as provided in the Act and Ordinance and as approved by the qualified electors; and
WHEREAS, it is now necessary and appropriate that this Council levy and collect the special
taxes for Fiscal Year 1998-99, by the adoption of a resolution as specified by the Act and
Ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve
as follows:
SECTION 1: In accordance with the Act and Ordinance, there is hereby levied upon all
properties within the District which are not otherwise exempt from taxation under the Act or
Resolution the special taxes for Fiscal Year 1998-99 set forth in the Resolution at the tax rates
as set forth therein and in Exhibit "A" hereto, as may be amended without further action of the
Council to reflect updated information on assessor's parcel numbers from the County of Los
Angeles. The City Engineer is hereby authorized and directed to establish the final rates to be
levied, which final rates shall not exceed the maximum rates set forth in Exhibit A.
SECTION 2: The above -authorized special taxes shall be collected directly by the City. If any
amount levied pursuant hereto for the payment of interest and principal of the bonds of the
District, if any, are not paid when due, this Council shall, if required, within 150 days of such
nonpayment, order that the same be collected by an action brought in Los Angeles County
Superior Court to foreclose the lien securing the payment of same, as authorized by the Act and
Ordinance.

FISCAL YEAR 1998-99
The maximum special tax as specified in the original Engineer's Report that could be
collected is $44,857 per acre for Fiscal Year 1998-99.
The amount to be collected for Fiscal Year 1998-99 is $31,955.60 per acre. The amount
collected will be used to meet the November 15, 1998 and May 15, 1999 debt service payments,
including incidentals to cover City expenses. Total amount to be collected for Fiscal Year
1998-99 is $1,848,951.25.
