HomeMy WebLinkAbout1998-11-10 - AGENDA REPORTS - WEST NEWHALL IMPROV (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: November 10, 1998 City Manager Approval: Item to be presented b] SUBJECT: WEST NEWHALL IMPROVEMENTS, PHASE 2, PROJECT NO. 52034 PROJECT ACCEPTANCE - CHANGE ORDER TO CONTRACT FOR KORVE ENGINEERING DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council accept the work performed by Padilla Paving Company on the West Newhall Improvements Project, Phase 2, Project No. 52034. Direct the City Clerk to file the attached Notice of Completion. Direct staff to release the five percent retention 35 days after the Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed. City Council approve and authorize the City Manager to execute a change order for the West Newhall Improvements, Phase 108, Project No. 52041, to Korve Engineering in the amount of $87,000.00 and authorize a 15 percent contingency to design the improvements for all the remaining streets in the entire West Newhall project area. BACKGROUND On June 10, 1997, Council awarded a contract to Padilla Paving Company for the construction of this project. The project was completed to the satisfaction of the City Engineer on August 12, 1998. The project was completed within budget. Phase 2 of the West Newhall Improvements Project included installing curb and gutters, sidewalks, and reconstructing streets in the area. The limits of Phase 2 included Walnut Street from Lyons Avenue to 14th Street, and 11th Street and 13th Street from Newhall Avenue to Walnut Street (see Project Location Map, Exhibit "A"). Currently, staff is working on the next phase of the West Newhall Improvements Project. For clarification purposes, the old phasing names have been changed to reflect the impact of acquiring the Section 108 loan. Phases 1 and 2 are complete. Phase 3 is scheduled'for bid shortly. The old Phase 4 and 5 project title will no longer be used. The final phase will now be entitled "Phase 108," and is funded by a CDBG Section 108 loan in the amount of $2,300,000.00. S2034 PROJECT ACCEPTANCE November 10, 1998 — Page 3 At the September 22, 1998 meeting, the City Council awarded a contract to Korve Engineering to provide engineering design services for Phase 108. The streets to be designed under this contract are as follows (see Project Location Map, Exhibit "A," "Phase 108"): • Walnut Street and Chestnut Street from 15th Street to 16th Street • ` 16th Street from Newhall Avenue to east of Walnut Street • 14th Street from Newhall Avenue to San Fernando Road • 11th Street and 12th Street from Walnut Street to San Fernando Road The following are the remaining streets in the West Newhall area not originally scheduled for inclusion the Phase 108 project (see Project Location Map, Exhibit "A," "Remaining Streets"): • Chestnut Street from 11th Street to Lyons Avenue • Chestnut Street from 13th Street to 14th Street • Spruce Street from 11th Street to 14th Street • > 13th Place and 13th Street from Walnut Street to Spruce Street After review of the project budget and savings realized from related 'projects, staff has determined that the current Section 108 loan provides not only sufficient funding to design and construct the current limits, but also allows for the design of the remaining streets listed above. To take advantage of the funds presently available in the loan and to shorten total work completion time, staff has obtained a proposal from Korve Engineering to include the design of the remaining streets in Phase 108. The proposed cost is $87,514.00.00. Staff is optimistic that experience gained on past projects and due diligence paid to this project will result in a significant reduction in future project costs. . Including the design for the remaining streets now will expedite' the installation of improvements for the entire West Newhall area. The construction of the current limits of Phase 108 is scheduled to begin in July 1999. With the design of the remaining streets in hand, the current limits of Phase 108 can be extended to include as many of the remaining streets as possible. The expanded limits will be evaluated as the design proceeds and cost figures become clearer. ALTERNATIVE ACTIONS The City Council can modify or reject the change order to Korve Engineering and proceed with Phase 108 as planned. FISCAL IMPACT The total budget for Phase 2 was $741,950.00, and the total cost was $688,313.00. Phase 108 is funded by a CDBG Section 108 loan in the amount of $2,300,000.00. The cost for the design and construction of the current limits of Phase 108 is $1,388,456.00. The cost for the design of the remaining streets is $87,514.00. On June 10, 1997, a contract to construct said public improvement was awarded to Padilla Paving Company, 17235 Sierra Highway, Santa Clarita, CA 91350. 5. Work under said contract was completed on August 12, 1998 to ,the satisfaction of the City Engineer, and was accepted by the City on November 10, 1998.
