SUBJECT: WILEY CANYON ROAD REALIGNMENT — PROJECT NO. 52020

RECOMMENDED ACTION
City Council approve the plans and specifications for the Wiley Canyon Road Realignment,
Project No. S2020, and authorize advertising for bids..
BACKGROUND
On September 9, 1997; the City Council approved the new alignment for Wiley Canyon Road.
This alignment will include construction of two travel lanes using an eastern portion of
right-of-way; curb, gutter, and a seven -foot sidewalk on the east side; a five-foot paved shoulder
lane next to the curb for bicycle use; an asphalt walk area on the west side from Powell Street
to Wabuska Road; and a concrete retaining wall to relieve the existing steep slope impacts on
the roadway.
The Engineer's Estimate for the project currently exceeds the budget. The project scope, and
therefore the cost, has increased due to several factors. Refinements in the road alignment and
requests by the Planning Commission increased the cost of the retaining wall structures. The
manner in which the roadway is lighted will also affect the final cost. Staff feels that
competitive bidding should bring the cost below budget. If favorable bids do not bring the cost
of the project below the available funds, staff will return to Council with further
recommendations when the project is presented to Council for award.
Staff anticipates using this design for a future ultimate alignment by using these two lanes east
of the channel for future northbound lanes and constructing two new southbound lanes on the
west side of the channel to connect Wiley Canyon Road north of the Santa Clarity Athletic Club.
This should reduce the cost of the ultimate alignment for the road, land acquisition, and bridge
by up to 50 percent. The ultimate alignment will also accommodate a future bike trail, which
will probably cross the new road near the flood control channel and continue along the road
west of the channel.
ALTERNATIVE ACTIONS
The Council could choose not to proceed with the project at this time.

FISCAL IMPACT

total amount of $1,479,555.00. Funds have been budgeted in Fiscal Year 1998/99.
