Canyon Road Realignment, Project No. 52020, to Gueno Development in the amount of $1,399,802.55 and authorize a 15 percent contingency should any change orders to the contract become necessary. Authorize budget transfers in the amounts shown below to adjust funding sources necessary to complete the project under the proper program guidelines. Authorize the City Manager or designee to execute and sign all documents, subject to City Attorney approval. Appropriate $80,343.00 from 50005201 fund balance to Account No. 52020201-8001 and $119,823.00 from 50005205 fund balance to account No. 520202058001, for a total increase of $200,343.00 from the Magic Mountain Parkway/Via Princessa project. Appropriate $250,000.00 from 53013201 fund balance to Account No. 52020201-8001 for a total increase of $250,000.00 from the Scherzinger Lane project. Staff anticipates that the Magic Mountain Parkway/Via Princessa project will not need as much money in this fiscal year as originally estimated. The Scherzinger Lane project will still proceed through the design phase through this year, but will have to be reexamined at mid -year and next fiscal year to determine the best time to fund and start construction. BACKGROUND On July 14, 1998, Council authorized the advertisement of Project No. 52020. This project will include construction of two travel lanes using the eastern portion of right-of-way, curb, gutter, and a seven -foot sidewalk on the eastern side of the road, a five-foot paved shoulder lane adjacent to the curb for bicycle use, an asphalt walk area on the western side from Powell Street to Wabuska Road, and a concrete retaining wall to relieve the existing slope grade impacts on the roadway. The counterfort retaining wall is stepped back into the hillside slightly to allow for irrigation and planting of certain "cells" of the wall. The Planning Commission chose this more aesthetic design, and street trees were also included along the alignment to soften the appearance of the finished wall. ROVED Agenda Item: >`� WILEY CANYON ROAD REALIGNMENT BID AWARD August 25, 1998 — Page 2 On Tuesday, August 18, 1998, the following bids were received by the City Clerk's office: Company Gueno Development Granite Construction Pima dba Advanced Construction Location Bid Amount Los Angeles, CA $1,399,802.55 Watsonville, CA $1,542,125.00 Santa Monica, CA $1,654,727.00 The Engineer's Estimate for this project was $1,000,000.00. However, due to a number of factors, the lowest bidder is nearly $400,000.00 higher than the estimate. Staff believes that the following circumstances contributed significantly to the higher than expected bid prices: The nature of the project, specifically, the complexities of the counterfort retaining wall system; • The low number of bidders, creating less competition; The booming construction atmosphere in Southern California, allowing contractors to be much more selective in their choice of projects. Staff recommends that the project be awarded to'the lowest bidder, Gueno Development. Gueno Development possesses a State Contractor's License and is in good standing with the State Contractors' License Board. The bid of $1,399,802.55 was reviewed for accuracy and conformance to the contract documents and was found to be complete. This contractor previously constructed a phase of the Santa Clara River Trail and has just completed the Railroad Avenue Realignment project to the City's satisfaction. Other references have indicated that this contractor has performed work that has met their goals. Staff recommends that the City Council assign additional funds from the Magic Mountain ParkwayNia Princessa project and from the Scherzinger Lane project as shown in the above recommendation. The projects will then need additional funds at a later date to make up for the shortages created by moving money to the Wiley Canyon Road Realignment project. Based on recent information from State funding source administrators, staff also recommends that the City Council authorize further funding source transfers between this project and the Magic Mountain ParkwayNia Princessa project as well. These transfers result in no net funding change, but will maximize the City's protection against potential loss of funding. I£ the City Council should decide to award the contract, staff will continue to work to save money in as many places as possible. Staff will work with the contractor to find areas where cost savings may be found. Previous experience with this contractor on City jobs leads staff to believe. that he will cooperate in making changes that will complete the job as economically as possible. WILEY CANYON ROAD REALIGNMENT BID AWARD August 25, 1998 — Page 3 ALTERNATIVE ACTIONS There are several alternative actions that the City Council may take regarding this matter: 1. Reject all bids and readvertise the project. Staff can delay the project, return to a design allowing for a vertical wall, and search for other methods of reducing the cost of the project. This will allow for additional bidding time and more competition. However, the project will be delayed significantly, which could result in additional costs due to rising material prices, performing construction during the rainy season, and potential increases in the price of contractor services due to even higher demand. Award the contract to the low bidder and appropriate some or all of the additional funding needed from the City Council Contingency Fund. 3. Reject all bids and delay the project to a future time in which adequate funds are available. If an alternative action is chosen, staff recommends that the City Council authorize budget transfers in the amounts shown below to adjust funding sources necessary to complete the project under the proper program guidelines. The below transfers effect no net change to the project budgets.
