TELECOMMUNICATIONS REGENERATION STATION AT
17975 SIERRA HIGHWAY IN THE CITY'S COMMUNITY
COMMERCIAL ZONE, MASTER CASE NO. 98-150, MINOR USE
PERMIT NO. 98-014.

RECOMMENDED ACTION
Open the public hearing. Accept the withdrawal of the appeal for Master Case
No. 98-150, submitted by Anne Neiditch on November 4, 1998. Close the public
hearing.
BACKGROUND
Master Case No. 98-150 was approved by the City of Santa Clarita Planning
Commission on September 15, 1998, following a 5 = 0 ,vote. The Planning
Commission's approval was appealed in writing by Anne M. Neiditch on
September 30, 1998. On November 4, 1998, the City received a letter from Anne.
Neiditch withdrawing the appeal (see attached).

Regarding the above referenced conditional use permit; in
studying the; conditions of approval we noticed that IXC way
allowed . the . use of propane. We understand, IXC has no
intention of using Propane and the conditions have been
changed to reflect this. Also, in the conditions : of approval
somehow, mature trees on all sides of the IXC
telecommunications plant- were omitted. It is our
understanding that mature trees and vegetation obscuring
the plant on all sides of- Sierra Highway, Mirror Way and
Beneda Lane are now planned.
Also, we understand that the traffic engineers have stated
that there will be " no stopping " signs on Sierra Highway in
front of the telecommunications plant. A study into the
parking situation on Minor Way is being done There is
a• concern with the manager and residents that trucks that
did park on Sierra Highway from the condos across the
street will now park on Mirror

Hopefully, this will not become a problem.
If possible, we would like to see the final landscaping plans
of the site when they are drawn.
With everything now understood, hopefully . everyone
concerned is satisfied and I am withdrawing my appeal to
city council
I want to thank all involved for their commitment to
addressing all concerns and effects of this project. We
appreciate all that has been accomplished so far.

On September 30, 1998, this office received your appeal of the action taken by the
Planning Commission in approving Minor Use -Permit 987014 submitted by IXC
Communications. Enclosed is Receipt No. 80684 acknowledging receipt of the appeal
fee in the amount of $1,150. '
The appeal has been scheduled as a public hearing for the City Council meeting of
November 10, 1998, at or about 6:30 p.m. in the Council Chambers, 23920 Valencia
Blvd., Santa Clarita. The notice of public hearing will, be placed in the local
newspaper prior to the hearing according to State law.

This letter will acknowledge receipt of the letter dated October 15, 1998 and petition
signed by residents of the Canyon Country area in favor of the unmanned
regeneration station at Sierra Highway and Mirror Way as proposed by IXC
Communications.
As you may know, the appeal filed by Anne Neiditch was withdrawn. The City
Council approved the IXC proposal at their November 10, 1998 meeting. The letter
and petition has been made part of the public record on this item.

WE THE RESIDENTS OF THE AREA WOULD APPRECIATE YOUR IMMEDIATE
ACTION ON THE PROPOSED PROJECT OF THE REGENERATION STATION LOCATED
ON SIERRA HWY AND MIRROR WAY IN CANYON COUNTRY. WE WERE OPPOSED
TO THE ORIGINAL PLAN, BUT DUE TO THE DILIGENT EFFORTS OF THE PLANNING
COMMISSION AND LISA HARDY, AND THE CONCESSIONS MADE BY IXC, WE HAVE
FOUND THE PLAN TO BE EXCELLENT. IT HAS BEEN CHANGED FROM AN OFFENSIVE
PROJECT TO AN ENHANCEMENT FOR THE AREA. WE HAVE BEEN PATIENTLY
WAITING FOR WORK TO BEGIN WHEN WE WERE INFORMED THAT AN APPEAL HAS
BEEN MADE AND PROGRESS HAS BEEN STOPPED. THE APPEAL HAS BEEN MADE
BY ANNE NEITECH, HER DAUGHTER KAREN FRYKLUND AND SON, RANDY NITE.
ALTHOUGH, THEY OWN THE UNIMPROVED 11 ACRES BEHIND THE SITE AND AN
ADJACENT APARTMENT HOUSE, THEY ARE NOT RESIDENTS OF THE AREA NOR
OF OUR CITY. THEY ARE NOT AWARE OF THE PROBLEMS OF AREA AND EVERYDAY
OCCURRENCES.
WE THE PROPERTY OWNERS AND RESIDENTS OF THE AREA BEHIND THE PROPOSED
PROJECT FEEL THIS WOULD BE THE VERY BEST THING FOR'THIS LOT. WITH
THE REMOVAL OF THE EYE SORE (THE OLD FORT BAR), THE REQUIRED
IMPROVEMENTS, SIDEWALKS, CURBS, LANDSCAPING AND FENCING. THE UNMANNED
BUILDING TO BE CONSTRUCTED OF COLORED CONCRETE W/EXPOSED AGGREGATE
TILT -UP, WITH A HIP ROOF, AND ORNAMENTAL IRON FENCING WOULD BE AN
ENHANCEMENT TO THE AREA, AND NOT HAVE A NEGATIVE IMPACT OF ADDITIONAL
TRAFFIC ON OUR SMALL STREETS. WE HAVE ALREADY HAD PROBLEMS WITH
GRAFFITI AND GANG ACTIVITY. THIS TYPE OF BUILDING IS A SECURED
SITE WHICH WOULD NOT ADD TO THIS KIND OF PROBLEM. ANNE NEITECH STATED
AT BOTH THE PLANNING COMMISSION MEETING AND THE MEETING HELD BY
IXC, THAT SHE WANTED A MINI MART. THIS IS TOTALLY OUT OF THE QUESTION.
AS WELL AS DETRIMENTAL TO THE AREA. WE ALREADY HAVE TO DEAL WITH
THE AUTOMOTIVE GARAGES ON THE OPPOSITE CORNER. THEY PARK CARS AND
RV'S ALL OVER THE STREETS, BLOCK OUR STREETS AND DRIVEWAYS AND
GENERALLY RUN DOWN THE LOOK OF THE AREA, AS WELL AS SKIDDING OF TIRES,
CARS SPEEDING IN AND OUT OF DRIVEWAYS CAUSING A DANGER TO THE CHILDREN
AND RESIDENTS OF OUR AREA. A MINI MART OR ANY OTHER TYPE OF BUSINESS
WOULD ADD MORE DRIVEWAYS AND ADDITIONAL TRAFFIC, ADDING TO THE
DANGEROUS CONGESTION ON SIERRA HWY. WE ALREADY HAVE DIFFICULTY GETTING
OUT ONTO SIERRA HWY DURING RUSH HOUR TRAFFIC.
WE FEEL THIS PROJECT WILL ENHANCE OUR AREA WITH NO NEGATIVE
IMPACT ON US. PLEASE ALLOW THIS TO GO FORWARD AS SOON AS POSSIBLE,
BECAUSE CONTINUED DELAYS ONLY CAUSE US ANGUISH, STRESS AND CONTINUE
TO DRIVE DOWN OUR PROPERTY VALUES AND DESIRABILITY FOR LIVING IN THE
AREA.
PLEASE FIND ATTACHED SIGNATURES OF CONCERNED HOME OWNERS AND
RESIDENTS WHO WANT THE PROJECT TO GO FORWARD AS SOON AS POSSIBLE.

REGARDING AN APPEAL OF A PLANNING COMMISSION
DECISION TO APPROVE MASTER CASE NO. 98-150, MINOR USE PERMIT 98-014,
FOR CONSTRUCTION AND OPERATION OF AN UNMANNED
TELECOMMUNICATIONS REGENERATION STATION AT 17975 SIERRA HIGHWAY IN
THE COMMUNITY COMMERCIAL ZONE OF THE CITY OF SANTA CLARITA.
THE APPLICANT IS IXC COMMUNICATION SERVICES, INC.
PUBLIC NOTICE IS HEREBY GIVEN:
A Hearing will be held before the. City Council of the City of Santa Clarita regarding an appeal
of a Planning Commission decision to approve Master Case No. 98-150, Minor Use Permit 98-
01.4. A minor use permit was requested by the applicant, IXC Communication. Services, Inc.,
for the construction and operation of an unmanned telecommunications regeneration station
at 17975 Sierra Highway in the City's Community Commercial zone. The project would involve
the construction of a one-story, 3,250 square foot structure and provision of an emergency diesel
generator on the site to provide wholesale telecommunications to retail service providers. The
station would be equipped with a nine -unit air conditioning and ventilation system.
The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers,
23920 Valencia Blvd., 1st Floor, on the 10th day of November, 1998, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time. Further information may be obtained by contacting the City Clerk's Office, Santa
Clarita City Hall, 23920 Valencia Blvd., Suite #301, Santa Clarita, CA.
If you wish to challenge this action in court, you may be limited to raising only those issues you
or someone else raised at the hearing described in this notice, or in written correspondence
delivered to the City Council, at, or prior to, the hearing.
