NOTE: THE FOLLOWING AGENCIES ALSO CONVENED TO CONDUCT
BOARD MEETINGS AT THIS TIME: College of the Canyons, William S. Hart
School District, Newhall School District and Saugus Union School District. Sulphur
Springs District declined to participate.. Castaic School District was represented by
a staff member.
Item 1 SPECIAL PRESENTATION ON DRUG USE IN THE
SANTA CLARITA VALLEY
Mayor Jan Heidt introduced Bonnie Armstrong, facilitator, who
guided the discussion.
Adele Macpherson, Community Services Superintendent, summarized
the 1997/98 Drug Survey. Mike von Buelow, Assistant
Superintendent, provided information on the issue from the
perspective of the William S. Hart Union School District. Tony Miano,
Deputy Sheriff, outlined the programs of the COBRA Unit. Brenda
Doenitz, Probation Officer, discussed the availability of drugs on- and
off -campus. Cheryl Fortuno, parent, gave her perspective of the issue.
Members of the Youth Action Committee and Community Center Teen
Group provided their perspective of the issue. Laurel Bear, Youth
Advocate, outlined the ACTION program.
Addressing the group at this time was John Grannis, Michael Egan,
Bob Lathrop, Jack Boyer representing the Community Advisory
Committee of the SCV Sheriff Station, Jose Molina and Jim Ventress
representing the Boys and Girls Club, Vicky Abramson, Karin Nelson,
Teresa Avila, Joe Hiltner, and Dennis Conn.
Discussion by the group included:
• Some programs being too expensive for all youth to participate in.
• Starting preventative programs at the lowest level possible.
• Discussion of the Club MARC (Mad About Rising Crime) program.
• Status. of implementing a juvenile court in the Santa Clarita
Valley.
There appeared to be consensus from the group to collectively create
an action plan and work together on the issue.
City staff offered to compile a summary of the discussion this evening
and to provide it to all participants for review and comment. Staff
would also include information on all programs the City has and how
well they work. Intent was expressed to have representatives from
each board and staff meet before the next Youth Committee meeting.
Another meeting of the entire group would be scheduled in January,
1999.
Motion by Weste, second by ffiajic, to adjourn the meeting at 9:28 p.m.
Hearing no objections, it was so ordered.
