Study Session
October 6, 1998
Call To Order: 5:00 p.m.
Roll Call: All Councilmembers were present. All Planning Commissioners were
present with the exception of Darla Hoback (who entered the meeting at
5:30 p.m.) and Pat Modugno.
Flag Salute: Was led by Planning Commissioner Dennis Ostrom.
Item 1 SUSTAINABILITY
George Caravalho, City Manager, outlined the, concept of Sustainability and
provided an overview of staffs efforts in this area and introduced Amelia Rietzel,
Environmental Services Coordinator, who made a presentation covering the 5
aspects of Sustainability: 1) a strong, stable economy; 2) resources/environment;
3) community/belonging; 4) placemaking/urban design that works; and 5) equal
opportunity.
Jeff Lambert, Director of Planning & Building Services, conducted an open forum
to gain feedback on the City's existing efforts and what more could be done on
each aspect and was assisted by Management Analysts Paul Zaengle and Kevin
Tonoian.
Planning Commission Chair Darla Hoback entered the meeting at 5:30 p.m.
Public Participation: There was none.
Council discussion and concerns:
STRONG, STABLE ECONOMY: do more with tourism and the movie industry;
develop partnerships with other groups & agencies; enhance public safety and
jobs development have an exchange day for reuse of items no longer needed by
the owner; support and emphasize small businesses; pursue annexations.
RESOURCES/ENVIRONMENT: continue to support being a tree city and a
healthy city; bring the Parks & Recreation Commission into the loop; integrate
pathways and saving hills into the City's plans; secure open space areas for the
future; protect water resources; develop use of recycled water for green areas;
partner with the County to provide recreation areas & parks; enhance shared
revenues.
COMMUNITY/BELONGING: use television more to reach community; go where
the people are; develop a sustainable parent league; enhance a sense of place and
history of the SCV; develop a community garden; expand after-school programs
to include adult mentors; expand definition of community with outreach to
Stevenson Ranch, Castaic, Val Verde, etc.; try to connect individuals who are
alone.
PLACEMAKING/URBAN DESIGN THAT WORKS: beautification; retain the
flavor of each community in the City; explore having mini -advisory boards for
communities; integrate facade changes into design; update the historical book
on the SCV; work on the sphere of influence and revenue sharing; develop more
paseo trails; make decisions for the good of the community even if there is
dissention.
EQUAL OPPORTUNITY: develop community centers in other areas of the City;
get more involved with College of the Canyons, Masters' College and Cal Arts by
exchanging info and having articles in their newsletters; have community
gardens throughout the City; improve the library system; have community
committees.
GENERAL COMMENTS: consult with other cities to see what they've done and
what works; develop criteria on sustainability; develop a top-down approach.
WHERE DO WE GO FROM HERE: offer incentives; schedule another session
with notes from this meeting and include the Parks & Recreation Commission;
staff develop plans and policies to present to Council; get community
responses/collect data; have staff training to enhance green building efforts to
reuse/recycle.
City Manager Caravalho acknowledged that staff would bring back the issue of
mini -advisory boards throughout the community for further discussion.
Item 2 CITY PROSECUTOR/CODE ENFORCEMENT SERVICES
George Caravalho, City Manager, introduced Elizabeth Feffer of Burke Williams
& Sorensen who discussed the City's enforcement options as outlined in her
report.
Public Participation: There was none.
Council discussion and concerns: fees paid for these code enforcement services;
ways to enforce requirements if the offenders do not attend an office conference;
what to do about motorhomes parked on residential streets; the percentage of
issues that are resolved before going to court; not currently being proactive in
terms of code enforcement; involving the Planning Commission in further
discussions.
Council concurred to hold another Study Session with the Planning Commission
on City Prosecutor/Code Enforcement Services at 5 p.m. on Tuesday, November
17 as a followup.
Mayor Heidt called for general Public Participation. Dennis Conn discussed parking,
community policing and CC&Rs. John Steffen commented on libraries.
Motion by Klajic, second by Ferry, to adjourn the meeting at 6:55 p.m. Motion carried.
