Call To Order: 7:00 p.m.
Roll Call: All Councilmembers were present with the exception of Mayor Heidt.
Flag Salute: Was led by Mayor Pro Tem Darcy
Item 1 FEASIBILITY STUDY FOR THE NORTHERLY BYPASS
City Manager Caravalho introduced Barry Wider and Hans Reidel, representing
the Planning Division of the Los Angeles County Public Works Department, who
gave the presentation on the Feasibility Study for the Northerly Bypass Route
between I-5 and SR -14 north of the City of Santa Clarita dated July, 1997.
Public Participation: Two members of the public commented on the alignment
and cost of the route.
Council discussion and concerns: average daily trips; being concerned for
residents and city streets; holding a summit meeting with all parties who have
a stake in the Santa Clarita Valley to gain a.vision of the future.
Council accepted the presentation for informational purposes.
Mayor Pro Tem Darcy called a recess at 8:05 p.m. and reconvened the meeting at 8:10 p.m.
Item 2 POTENTIAL CONTRACT AMENDMENTS WITH ATC/VANCOM
City Manager Caravalho introduced staff who discussed the following issues:
Transportation Manager Ron Kilcoyne provided information on ridership and
productivity; Director of Administrative Services Steve Stark provided a
financial overview including funding sources and forecast assumptions; Director
of Engineering Services Tony Nisich reviewed performance and service
improvements. City Manager Caravalho discussed options for Council to
consider. Representatives of ATC/Vancom were introduced.
Public Participation: Connie Worden-Roberts acknowledged that things have
gotten better.
Council discussion and concerns: checking up on the preventative maintenance
program and not relying on paperwork; the change from parttime to more
falltime staff as initiated by the contractor in response to the City's incentives;
the contractor having a stake in the success of the operation.
Council directed staff to continue negotiations with the contractor for the most
conservative deal at the best price.
Mayor Pro Tem Darcy called for general Public Participation; there was none.
Mayor Pro Tem Darcy adjourned the meeting at 8:45 p.m. in memory of Harry Fedderson.
