Call To Order: 6:30 p.m.
Roll Call: All Councilmembers were present (Councilmember HIajic entered the
meeting at 6:43 p.m.)
Flag Salute: Was led by Mayor Heidt
Item 1 DRAFT REGIONAL TRANSPORTATION PLAN THROUGH 2020
Barry Samston and Deborah Redmond, representing SCAG, reviewed the Draft
Regional Transportation Plan. SCAG is requesting comments on the plan by
March 15, 1998; the SCAG Regional Council will consider adopting the Plan at
its April 16, 1998 meeting.
Public Participation: Connie Worden-Roberts commented on California being a
donor state, on the commuter rail system and the intelligent transportation
system; Ed Dunne commented on the plan being short in providing benefits to
the northern LA area; a young man questioned why a subway system was not
being built; another gentleman made general comments; Marsha McLean /
commented on HOT lanes; David Cochran commented on the cost formula and
that businesses should locate where the people are.
Council discussion and concerns: subsidies to people who drive to downtown LA
and park; passenger input from other states; creating a school pool; more
congestion was being created with the adoption of certain policies; the need to
look at simple solutions; and HOV lanes.
Council accepted the presentation for informational purposes.
Mayor Heidt called a recess at 8:02 p.m. and reconvened the meeting at 8:12 p.m.
Item 2 SANE PRESENTATION AND PROGRAM UPDATE
Adele Macpherson, Community Services Superintendent, introduced Sgt. Art
Ames who provided information and handouts on the SANE program which has
been in Santa Clarita since 1987. He introduced Lt. Trudy Wilson and Dep.
Casey McMichaels.
Public Participation: There was none.
Council discussion and concerns: the need to be specific with children; realizing
that they are listening; tips for parents whose children are smoking; contacting
Santa Clarita Christian School regarding the program since they are the only
private school not participating; what kids can do to keep other kids off drugs.
Council expressed appreciation for the report and the program.
Mayor Heidt called for general Public Participation; there was none.

George Caravalho, City Manager, distributed an advance copy of the summary of issues on the
Newhall Ranch project. This item would be considered by Council at their March 10, 1998
meeting. Information was also provided regarding material being dumped on city streets as a
result of landslides.
Motion by Boyer, second by Smyth to adjourn the meeting at 8:58 p.m.
