September 1, 1998
Call To Order: 5:30 p.m.
Roll Call: All Councilmembers were present with the exception of Mayor Pro Tem
Darcy.
Flag Salute: Was led by Councilmember Majic.
.Item 1 WATER IN THE SANTA CLARITA VALLEY
Ken Pulskamp, Assistant City Manager, advised that on May 5, 1998, the City
Council held a study session on water issues in the Valley and requested a
second study session to include representation from the water purveyors. Local
activists and interested parties have also requested to address the Council on
this issue.
Representing Santa Clarita activists, Bob Lathrop, Ed Dunn, Lynne Plambeck,
and Mike Kotch made presentations and submitted backup material addressing.
the reliability and cost of Santa Clarita's water, water re -use, water and Santa
Clarita planning, availability and projected demand.
Representing the SCV water wholesaler/purveyor, Robert Rausch made a
presentation including Castaic Lake Water Agency governance, water supplies,
the State water project, water quality standards, facilities and future planning.
Representing the Valencia Industrial Association, Drina Hirst and Connie
Worden-Roberts made general comments concerning the need for providing a
sufficient supply of quality water at a reasonable cost for businesses and
industries:
Representing the Santa Clarita Chamber of Commerce, Kim Kurowski,
President, and Tim Burkhardt, Past. President, commented on the impacts of
water reliability on economic. development.
Representing the Santa Clarita activists, Mike Kotch provided followup
comments.
Bill Cooper, Chair of the Castaic Lake Water Authority Board of Directors, and
Bill Manetta, Manager of the Santa Clarita Water Company, provided additional
information in response to inquiries from Councilmembers.
Public Participation: Allan Cameron expressed concern regarding
misrepresentations about the estimated buildout numbers, water shortages and
the water need for the General Plan buildout numbers; Joan Dunn commented
on the allocation of water per family, the reliability of water for new residents,
and wells that have perchlorates; Joe Daly commented on effects downstream
and the use of grey water; Bob Clark explained what water reliability meant;
and Ed Dunn commended the interest in using new technology for water needs.

Council discussion and concerns: the quality and availability of water from the
Saugus Formation; build out for the Santa Clarita Valley, perchlorates in the
water and how it is treated; not overdrafting the groundwater supply; who tests
the water for purity, planning for using new technology; citizen approaching the
City in the past regarding water issues; and working together to provide for the
community's needs.
Suggestion was made that another study, session be scheduled to discuss
recommendations made this evening.
Item 2 COUNCIL TOUR.
Ken Pulskamp, Assistant City Manager, requested input from the Council
regarding upcoming tours of the Center City Specific Plan Site and the Via
Princessa Extension.
Councilmembers indicated they would be available for a meeting at 4:00 p.m. on
Tuesday, September 8 for the Center City Specific Plan Site tour. The Via
Princessa Extension tour would be scheduled on a day other than Saturday,
September 12.
Mayor Heidt called for general Public Participation; there was none.
Motion by Weste, second by Klajic, to adjourn the meeting at 7:37 p.m. Motion carried.
