HomeMy WebLinkAbout1998-11-10 - RESOLUTIONS - LACO GRANT FUNDS (6)RESOLUTION NO. 98-131 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT URBAN TREE PLANTING COMPETITIVE GRANT PROGRAM FORTHE "HASKELL CANYON BEAUTIFICATION PROJECT" WHEREAS, the people of the County of Los Angeles on November 3, 1992, and November 5, 1996 enacted the Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which, among other uses, provides funds to public agencies and nonprofit organizations in the County for the purpose of constructing and developing at -risk youth recreation and service facilities; and WHEREAS, the Proposition also created the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, Section 8 (a)(3)(c) of the 1992 Proposition and Section 3 (a)(2) of the 1996 Proposition has allocated funds for planting trees in parks, medians, rights of way, public squares, and other public places; and WHEREAS, the District has set forth the necessary procedures governing applications for grant funds under the Proposition; and WHEREAS, if the City of Santa Clarita is selected for a grant award, it will be required to enter into a Project Agreement with the District for the performance of the project as described in the application. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1: Authorizes the filing of an individual application with the Los Angeles County Regional Park and Open Space District for funds allocated under Section 8 (a)(3)(c) of the 1992 Proposition and Section 3 (a)(2) of the 1996 Proposition for the above named Project; and Section 2: Certifies that the City of Santa Clarita understands that it will be required to provide additional funding for the above named Project if requested grant funds are insufficient to complete the said Project; and Section 3: Certifies that the City of Santa Clarita. understands its obligation to operated and maintain the property in perpetuity; and Section 4: Certifies that the City of Santa Clarita will sign and return, within 30 days, both copies of the project agreement sent by the District for authorizing signature; and PLANDEV\ms98125 Section 5: Certifies that the City of Santa Clarita will cause work on the Project to be commenced within 180 days after receipt of a fully executed agreement; and Section 6: Certifies that the City of Santa Clarita agrees and understands that the District may terminate the Project agreement at any point if it determines that the Project cannot be performed as described in the application; and Section 7: Authorizes the City Manager or designee as agent of the City of Santa Clarita to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the Project described in the application.
