A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA ESTABLISHING DESIGN
GUIDELINES FOR THE DOWNTOWN NEWHALL SPECIAL STANDARDS DISTRICT
WHEREAS, the City of Santa Clarita ( the "City") desires to establish formal design
guidelines for the Downtown Newhall Special Standards District (a map and legal description
is attached hereto and referred to as Exhibit "A"); and
WHEREAS, the City Council previously conceptually approved Design Guidelines for the
Downtown Newhall core area in conjunction with the conceptual approval of the Downtown
Newhall Improvement Program; and
WHEREAS, the City Council established the Newhall Redevelopment Project on July 8,
1997; and
WHEREAS, a substantial majority of the land area included within the Downtown
Newhall Special Standards District is located within the Newhall Redevelopment Project area;
and
WHEREAS, the Design Guidelines (Exhibit "B", attached hereto and incorporated herein
by reference) include building design guidelines, site improvements and landscaping, lighting,
and architectural style; and
WHEREAS, the City wishes to further implement the adopted General Plan by adopting
Design Guidelines for Downtown Newhall; and
WHEREAS, the Newhall Redevelopment Committee discussed and considered the
Design Guidelines at meetings from October 1997 through March 1998; and
WHEREAS, a community meeting was held on March 31, 1998 to discuss the proposed
Design Guidelines and Special Standards for the Downtown Newhall Special Standards District;
and
WHEREAS, the Planning Commission discussed the proposed design guidelines at their
April 21, 1998 and May 5, 1998 meetings; and
WHEREAS, during the Planning Commission meeting the Commission reviewed the
information and received public testimony on the Special Standards and Design Guidelines; and
WHEREAS, the Planning Commission recommended approval of the Design Guidelines
and Special Standards through the adoption of Resolution P98-18; and
WHEREAS, the City Council conducted a duly noticed public hearing on the Downtown
Newhall Special Standards and Design Guidelines on June 23, 1998, at the Santa Clarita
Council Chambers, 23920 Valencia Boulevard, Santa Clarita, California at 6:30 p.m.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve, determine, and order as follows:
SECTION 1. The City Council approves the Design Guidelines (Exhibit "B", which is
attached hereto and incorporated herein by reference) for the Downtown Newhall Special
Standards District (Exhibit "A", which is attached hereto and incorporated herein by reference).
SECTION 2. The City Clerk shall certify to the adoption of this resolution and certify
this record to be a full, true, and correct copy of the action taken.

established in the District. A minimum building height of 16 feet would be required.
New development or redevelopment projects built within the District would be required to
be built -to and parallel with the front property line. This lack of front property line setback
is consistent with the "main street" concept, which encourages buildings to be directly
adjacent to pedestrian walkways or sidewalks. The minimum side yard setback would be
0 feet with a maximum side yard setback of 15 feet. The minimum rear setback would be 10
feet, except for commercial properties that back up to residential properties where the
required setback would be increased to 25 feet.
The proposed parking standards for the District would differ from the City's existing
requirements. Parking standards would be reduced to be consistent with the findings and
recommendations of the Downtown Newhall Improvement Program (Freedman Plan). The
Freedman Plan indicated that there was sufficient parking in the downtown area (both on -
street and off-street) to accommodate the future mix of uses that the City is trying to achieve
in Newhall. Additionally, the Newhall Redevelopment Plan includes the construction of
public parking lots within the District, which would further reduce or eliminate any future
parking impacts due to reduced standards. These reduced parking requirements would also
act as an incentive to attract businesses to the District.
Retail and office uses within the District would be required to have one space per 333 square
feet of floor area. The City presently requires one parking space for 250 square feet of floor
area for retail and office space. Restaurants would be required to have five parking spaces
per 1,000 square feet of floor area. The City presently requires one parking space per every
three seats. Performing arts and movie theaters would be required to have one parking space
per every five occupants versus the existing requirement of one space per every three
occupants. The proposed Special Standards would encourage the use of shared parking
within the District, as well as bicycle and pedestrian use.
Sign Standards
Signage was the most discussed and debated topic at Committee meetings on the Special
Standards. The Design Sub -Committee and full Committee spent several meetings
discussing the proposed signage requirements for Newhall. Staff conducted an extensive
research on sign codes being used by other cities for their downtown or oldtown areas. These
requirements, as well as the Freedman recommended requirements, were used to create the
Downtown Newhall sign requirements. The proposed sign requirements for the District are
substantially different from the City's existing sign requirements.
Permitted signage within the District would include awning signs, wall signs, graphic/logo
signs, window signs and projecting sidewalk signs. Marquee signs and monument signs
would only be considered in special cases. Specialty type signs such as sidewalk signs,
directional/instructional signs and real estate signs would also be permitted by the Special
Standards. Definitions of each sign are contained within the Special Standards.
Recommended sign materials in the District would include resawn or rough sawn wood,
wrought iron, styrene letters sandblasted redwood and similar materials. Sign materials not
recommended would include porcelain, aluminum, steel, imitation marble, exposed neon,
sheet metal, and plywood. Sign colors would be required to be compatible and harmonious
with the building and architectural styles described in the Design Guidelines
Prohibited signs would include revolving signs, pylon or pole signs, can or "cabinet" signs, roof
signs, and other signs that are presently prohibited by the City's sign code.
The Sign Section would contain a pre-existing legal sign section requiring all pre-existing
legal signs within the District permitted prior to November 13, 1990 to be removed and/or
modified to conform to the Special Standards by November 13, 1999 (the same as the
Citywide requirement). Those signs approved after November 13, 1990, (those signs
conforming to the City's Sign Code) would have three years after adoption of the Special
Standards to comply with the requirements of the Standards.
The Special Standards would contain sign maintenance requirements that would require
repair of damaged signs and awnings within 14 days. Abandoned signs would also have to
be removed after 60 days.
Pre-existing Legal Uses and Structures
This section is consistent with the Pre-existing Legal Use and Structure Section included
within the Unified Development Code. Staff and the Committee have included this section
within the proposed Special Standards to clearly indicate to District property owners and
merchants the provisions and conditions in which pre-existing legal uses and structures will
be allowed to operate.
DESIGN GUIDELINES
The Design Guidelines would be applied to new development or redevelopment of properties
located within the Downtown Newhall Special Standards District. At the meeting, staff will
provide the Council/Agency with a presentation on the type of architecture that the
Guidelines would eventually create in Downtown Newhall.
The three architectural building styles being applied to new development in Downtown
Newhall include Victorian, Western and Spanish. The recommended Downtown Newhall
Design Guidelines contain four sections — Building Design Guidelines, Site Improvements and
Lan&caping, Lighting, and Architectural Style.
The Building Design Section includes guidelines related to building massing, building fagade
composition, architectural features, building storefronts, exterior wall surface materials,
windows, awnings, canopies and building colors.
The Site Improvements and Landscaping Section includes guidelines related to paving
materials, walls and fences, landscaping, and parking lot improvements.
The Lighting Section includes recommended lighting standards for the District. These would
include types of fixtures, mounting height and maximum wattage.
The Architectural Style Section lists the design characteristics of the Victorian, Western and
Spanish Styles.
Attached to the Design Guidelines are several visual examples of building, sign, and lighting
-- examples. These graphics will be incorporated into the Design Guidelines in the appropriate
sections after Council approval.
ROLE OF DESIGN SUB -COMMITTEE IN PROJECT REVIEW
Staff has also attached a Policy Memorandum that would require Newhall Redevelopment
Committee/Design Sub -Committee review of most development activities taking place within
the District. The Design Sub -Committee would act as an advisory Committee to the Director,
Planning Commission or City Council depending upon the type of application.
Staff and the Committee support this type of review process, as it would not require the
establishment of formal Architectural Review Board and the establishment of separate
review fees.

SUMMARY
DOWNTOWN NEWHALL SPECIAL STANDARDS AND
DESIGN GUIDELINES
DOWNTOWN NEWHALL DISTRICT
In conceptually approving the Freedman recommended design guidelines and special
standards, the Council also identified a "conceptual" Downtown Newhall core area.
The Committee and Commission are recommending that this core area be expanded to
include properties that are considered essential to the successful revitalization of Newhall.
Properties added to the core area include Hart Park, commercial and industrial properties
along Pine Street south of San Fernando Road, and commercial properties east of the railroad
tracks along San Fernando Road ending where the Metropolitan Water District property
intersects with the road. This expanded area has been identified as the Downtown Newhall
Special Standards District (a map and legal description are included in the Special
Standards).
DOWNTOWN NEWHALL SPECIAL STANDARDS
The proposed Special Standards are more comprehensive than the other Special Standards
Districts (Sand Canyon and Placerita Canyon) within the City. The reason for this is due to
the Downtown Newhall Special Standards District being a commercial district.
The Downtown Newhall Special Standards are broken into six sections: Development
Standards, Building Heights and Setbacks, Site Development and Parking, Landscaping and
Screening, Signs, and Pre-existing Legal Uses and Structures.
Development Standards
This section lists the permitted uses, uses subject to a minor use permit, uses subject to a
conditional use permit, and those uses prohibited within the Downtown Newhall Special
Standards District. Those uses that are categorized as permitted within the District include
those that are typically found in an "old town" or "main street" setting. Examples of these
uses would include boutiques, antique shops, offices, restaurants and live theater. Examples
of uses that would be subject to a minor use permit within the District would include joint
living and working quarters, billiard halls, and uses involving alcohol sales. Uses subject to
a conditional use permit would include bars and nightclubs, movie theaters, arcades, and
restaurants with a drive-in or drive-through. Prohibited uses would include automotive
related uses, car washes, outdoor storage, and public storage uses.
The proposed Development Standards would apply to new uses within the District.
Building Height and Setbacks
This section would govern building setbacks and heights on new development and
redevelopment within the District. A maximum building height of 44 feet would be
