SUBJECT: TRACT MAP NO. 52987-01 — APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 52987-01; accept on behalf of the public the offers of
dedication for public streets, easements for sewer purposes, storm drain purposes, and the
restriction of residential construction over open space lots and private streets; make
findings as follows: (a) that this project is consistent with the provisions of Sections 66474,
66474.1, and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code; instruct the City Treasurer to endorse the Special Assessment Certificate on the face
of the map for Tract Map No. 52987-01, which indicates that all special assessments levied
by the City have been paid; and instruct the City Clerk to endorse the Certificate on the
face of Tract Map No. 52987-01, which embodies the approval of said map and the
acceptance of the dedications shown thereon.
Tract No. 52987-01 is the first phase of Tentative Tract No. 52987. Tentative Tract
No. 52987 was granted approval administratively by the Director of Planning & Building
Services on September 29, 1999. The tentative tract is a subsequent tract of Tract
No. 51931-02 approved by City Council on May 25, 1999, and Tentative Tract Map
No. 51931 approved by City Council on December 18, 1997. This tract consists of
approximately 6.7 acres, located south of Newhall Ranch Road and east of Bridgeview
Lane, and is owned by Centex Homes, a Nevada General Partnership. Of the 54 lots being
created, 45 lots will be used for single-family residential units and the remaining lots for
open space. The conditions set by the Planning Commission have been met, and fees have
been paid as indicated on the attached Fact Sheet. The map has been checked to the
satisfaction of the City Engineer. The map is ready for City Council approval and
acceptance of the dedications.

No alternative actions that would conform to requirements set forth in the Subdivision Map

FISCAL IMPACT
All subdivision streets, except Windward Lane, will be privately owned and maintained.
The maintenance of Windward Lane will impact the City's Street Maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):

Parkland Dedication
FACT SHEET
Tract Map Location: South of Newhall Ranch Road and east of Bridgeview Lane.
Acreage: Approximately 6.7 acres.
Number of Lots: Fifty-four.
Number of Units: Forty-five.
Developer: Centex Homes, a Nevada General Partnership.
Quimby Fees: Per the Development Agreement with Newhall Land and Farming
Company, the Quimby Fee requirements will be fully satisfied by
the dedication of a 12.4 -acre and a 2.7 -acre park site, along with
the conveyance of approximately 296 acres of the Santa Clara
River with Tract Map No. 51931-02 and a two -acre park site to be
dedicated by a future phase.
Road Fees: Required Bridge and Thoroughfare Fees of $446,490.00 will be
paid at the issuance of the building permits per the Development
Agreement subject to an increase annually in accordance with the
Consumers Price Index.
Transit Fees: The required Transit Mitigation Fee of $4,500.00 has been paid in
accordance with the Development Agreement.
Road Improvements: All streets within the subdivision, except Windward Lane, will be
privately owned and maintained.
School Fees: To be paid at building permit stage per agreement with the school
districts.
