SUBJECT: Affordable Housing Study Session — A Presentation on the Possible
Creation of a Housing Authority
RECOMMENDED ACTION
Receive, comment, and provide direction.
The City Council requested staff to report on the possibility of creating a Santa
Clarita Housing Authority. Staff interviewed community members and affordable
housing service providers to learn more about affordable housing needs and existing
affordable housing services.
City staff is prepared to present information and respond to Council questions
concerning the creation of a housing authority in Santa Clarita. Staff was able to
learn more about how housing authorities are funded, particularly in regard to
Section 8 housing administration. Further, staff has been able to assess that there
is affordable housing stock in the City; however, like most of Los Angeles County,
need exceeds capacity. We can report that there are affordable housing challenges,
but the City has various affordable housing policies from which the Council can
refine to develop into affordable housing strategies which fit our community and
target specific populations identified in interviews with agencies and community
groups. The creation of an active housing authority with the primary purpose to
manage Section 8 assisted housing would be a costly proposal with marginal
affordable housing gains.
Staff will provide more information regarding affordable housing at tonight's
meeting and respond to your questions.
