RECOMMENDED ACTION
The City Council adopt Ordinance 99-15.
BACKROUND
Staff has received comments from the public regarding the height requirements for fences
constructed within the 20 -foot front yard setback in the Sand Canyon and Placerita Canyon
Special Standards Districts. Currently, block walls may not exceed 3.5 feet in height, and
may be as high as four feet in height when non -view obscuring material is used if
constructed within the 20 -foot front yard setback. Many homeowners in these districts
house and corral horses and other large animals in the 20 -foot front yard setback and have
requested the height of fences in the front yard setback be increased.
ANALYSIS
Ordinance 99-15 amends Sections 17.16.080.3.a and 17.16.090.B.2 of the Unified
Development Code (UDC), the Sand Canyon and Placerita Special Standards Districts, to
allow fences within the 20 -foot frontyard setback to be constructed as high as 5 feet, if those
fence structures are landscaped along the frontage of the property. Currently the UDC
allows fencing within the 20 -foot front yard setback to be no higher than 3 1/2 feet, or 4 feet
if it is constructed with non -view obscuring material such as wrought iron. Because many
residents in these areas have animals that are able to jump over 4 foot fencing, the
maximum required height for fencing in the Placerita and Sand Canyon Special Standards
Districts would be increased to 5 feet. In order to maintain the rural character of these
special standards districts, any fence 5 feet in height, constructed within the 20 -foot front
yard setback shall be constructed of non -view obscuring material such as wood, wrought
iron or chainlink.
ALTERNATIVE ACTIONS
1. Council may choose not to adopt Resolution (a) and Ordinance 99-15.
