M3002 AND T0004 — AWARD CONSTRUCTION CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the contract for the Fiscal Year 1999-2000 Annual Curb and Gutter Repair and Access Ramp Construction Program, Project Nos. M3002 and T0004, to E&M Constructors, Co. in the amount of $188,850.00, and authorize a 15 percent contingency should any change orders to the contract become necessary. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND This project implements the City's annual program to repair damaged curb and gutter, and install pedestrian access ramps. The list of locations was generated from residents' telephone calls received by Field Services and Transportation & Engineering Services Departments. The locations were inspected and prioritized by City staff. The curb and gutter repairs were prioritized based on the severity of the drainage problem as a result of the damaged curb and gutter. A majority of the damage was due to overgrown tree roots. The locations for access ramp installation were prioritized based on their proximity to "Suggested Routes to School," as identified by the City's Traffic Engineering Division, and to also coincide with the Fiscal Year 1999-2000 Slurry Seal projects. The proposed work is located throughout the City and is shown on Exhibits "A" and -B," On June 8, 1999, the City Council approved the plans and specifications and authorized the advertisement for construction bids. On July 6, 1999, the City APPROOVED 1999-2000 ANNUAL CURB AND GUTTER REPAIR AND ACCESS RAMP CONSTRUCTION July 13, 1999 — Page 2 Clerk's Office received bids for the project (see Exhibit "C," Bid Results). The Engineer's Estimate for the construction of this project is $178,000.00. The lowest bid was submitted by E&M Constructors, Co. in the amount of $188,850.00. Staff recommends that the project be awarded to E&M Constructors, Co., the lowest responsive bidder. E&M Constructors, Co. possesses a State Contractor's License and is in good standing with the State Contractor's License Board. The bid of $188,850.00 was reviewed for accuracy and conformance to the contract documents and was found to be complete. The references indicated that this contractor has performed work to their satisfaction. ALTERNATIVE ACTIONS 1. Do not award the contract at this time. 2. Other action as determined by the City Council. FISCAL IMPACT The Engineer's Estimate for the construction of the Fiscal Year 1999-2000 Curb and Gutter Repair and Access Ramp Construction Program is $178,312.00. Funds in the amount of $150,000.00 from Account No. M3002456, and $100,000.00 from Account No. T0004001 are available for this work.
