Brad Therrien SUBJECT: 1999-2000 ANNUAL SLURRY SEAL PROGRAM — AWARD CONSTRUCTION CONTRACT AND AUTHORIZE A CHANGE ORDER TO THE DESIGN CONSULTANT'S CONTRACT — PROJECT NO. M3003 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION • City Council direct staff to utilize only the approved budget of $1 million for Project No. M3003 by reducing the scope of work of the project inclusive of construction costs, construction contingency, engineering, material testing, inspection, and inspection contingency. • Award the construction contract to the lowest responsible bidder, R. C. Becker and Sons, Inc. Approve a change order to the design contract of Construction Management Inspection (CMI) to include construction inspection in the amount of $33,800.00, and authorize a 15 percent contingency expenditure. BACKGROUND On June 8, 1999, the City Council authorized the advertisement for bids for the 1999-2000 Annual Slurry Seal Program, Project No. M3003. The City Clerk's Office received two proposals and opened the bids on June 29, 1999 at 11:00 a.m. The proposals to construct the 1999-2000 Annual Slurry Seal Program exceed the Engineer's Estimate and the approved project budget. Staff proposes to reduce the scope of the project and proceed with awarding the construction contract to the lowest responsible bidder. Streets that would be deleted from this year's slurry seal program could be added back into the project when and if additional funding becomes available. a�C�`u'� gena item. 1999-2000 ANNUAL SLURRY SEAL PROGRAM AWARD CONSTRUCTION CONTRACT July 13, 1999 - Page 2 After reviewing the bid summary, staff verified the apparent low bidder's contractor's license, sureties company, and project references. Based on the investigations, staff recommends awarding the construction contact to R. C. Becker and Sons, Inc., the lowest responsible bidder. In addition, staff recommends adding construction inspection to the contract of CMI. The construction is estimated to be completed in 65 working days, and the cost for the construction inspection is $33,800.00. To ensure efficient and proper procedures in constructing the project, a full-time inspector is required to deal with the day-to-day issues and to respond quickly to citizens' complaints concerning the slurry seal project. CMI was responsible for the field review and recommendations on the type of maintenance treatment for the streets within the area scheduled in the 1999-2000 Annual Slurry Seal Program. Their familiarity with this project and extensive experience in construction management and inspection will benefit the program. ALTERNATIVE ACTIONS 1. Authorize a $500,000.00 increase in the funding for Project No. M3003 and award the construction contract to the lowest responsible bidder, R. C. Becker and Sons, Inc., for the amount of $1,203,174.25, and authorize a 15 percent contingency expenditure. 2. Postpone or cancel the project. This action will delay the construction of the project and potentially subject the project to adverse weather conditions. 3. Other action as determined by the City Council. FISCAL IMPACT The expenditure for the proposed Slurry Seal Program in the amount of $1 million is funded in the Fiscal Year 1999-2000 budget. Funds for this project are in Project Account No. M3003. The funding source is the General Fund.
