SUBJECT: BICYCLE LANES/NO-STOPPING ZONE ON COPPER HILL DRIVE
RESOLUTION NO. 99-104
DEPARTMENT: Transportation & Engineering Services
City Council approve the installation of bicycle lanes on Copper Hill Drive between
Seco Canyon Road and Haskell Canyon Road; and adopt Resolution No. 99-104,
establishing a no -stopping zone along both sides of Copper Hill Drive in the same portion.
BACKGROUND
Last year, as part of the traffic -calming strategies, bicycle lanes were installed on
Haskell Canyon Road from Grove Park Drive to Copper Hill Drive (Resolution No. 97-86).
At that time, staff mentioned that once Copper Hill Drive is widened to its ultimate width,
the City would install bicycle lanes on Copper Hill Drive from Haskell Canyon Road to
Seco Canyon Road.
At present, Copper Hill Drive has been improved to its ultimate width for the major portion
of its length between Haskell Canyon Road and Seco Canyon Road. Staff recommends that
at this time bicycle lanes be installed on Copper Hill Drive. The proposed bicycle lanes will
provide a direct connection to the existing bicycle lanes on Haskell Canyon Road and will
greatly benefit the commuter and recreational bicyclists who use these roadways.
Currently, a no -stopping zone exists on both sides of Copper Hill Drive from Seco Canyon
Road to east of Tamarack Lane. To ensure the safety of bicyclists, staff recommends that
no -stopping signs be installed on both sides along the entire section of Copper Hill Drive
between Seco Canyon Road and Haskell Canyon Road, except for that portion between
Paragon Drive and Kenton Lane where six single-family homes front Copper Hill Drive.
According to California Vehicle Code, a no -stopping zone is required on Copper Hill Drive
regardless of the need for bicycle lanes. The striping along Copper Hill Drive does not
accommodate on -street parking.

The following justifications have been prepared for the proposed no -stopping zone:
1. The no -stopping zone will help ensure the safety of bicyclists using the proposed bicycle
lane.
There are no parking demands on the proposed roadway section. The no -stopping zone
will be consistent with the existing no -stopping zone on Copper Hill Drive from
Seco Canyon Road to east of Tamarack Lane.
Parking along major arterials has proven to cause accidents due to cars maneuvering in
and out of the stalls, and also their friction with through traffic. Drivers getting in and
out of cars would also be placed in front of high-speed traffic. For this purpose, the City
has already prohibited parking along most arterials in the City.
Part of Copper Hill Drive (westbound portion, between Haskell Canyon Road and east of
Paragon Drive) is under the jurisdiction of Los Angeles County, and their approval would
be required before proceeding with the project.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The City will stripe the bicycle lanes and install the necessary no -stopping signs. The cost
estimate for the installation of signs and striping of bike lanes is $6,000.00 (to be shared by
the City and Los Angeles County). Funds are available in the Field Services Striping and
Signing Maintenance Account No. 5211-7335.
