HomeMy WebLinkAbout1999-09-28 - AGENDA REPORTS - BLUE BARREL LEASE PARKING (2)AGENDA REPORT City Manager Approi Item to be presented CONSENT CALENDAR DATE: September 28, 1999 SUBJECT: TO ALLOW BLUE BARREL DISPOSAL TO LEASE APPROXIMATELY A HALF ACRE OF VACANT CITY LAND FOR EMPLOYEE PARKING AND TO TEMPORARILY STORE RESIDENTIAL CONTAINERS AND LARGE BULKY ITEMS. DEPARTMENT: Planning and Building Services RECOMMENDED ACTION To direct staff to enter into the lease agreement with Blue Barrel Disposal, and increase the City's Miscellaneous Revenues Account (#901-6714) by $8,040.69 to reflect Blue Barrel Disposal's pro -rated rental fee for the remainder of FY 1999/00. BACKGROUND Blue Barrel Disposal approached the City in July of 1999 to lease approximately 2 1, 000 square feet of City owned property on Drayton Street. Blue Barrel Disposal proposes to use the vacant land for employee parking and temporary storage. Staff has negotiated the terms of the lease which are included in the attached agreement and summarized as follows: 1. The property would be used for storage of empty residential waste and recycling containers, 3 -yard bins, and for larger roll -off type containers. In addition, the premises would serve as a daily drop off location for the temporary storage of bulky residential waste items. The premises would also include parking for Blue Barrel employees. 2. A two-year lease agreement which could be extended on a month to month basis after the initial two-year agreement is fulfilled. 3. A monthly rental fee of $893.41. The dollar amount was analyzed by Doug Sonderegger of Richard Ellis Brokerage Services and is consistent with the rental fee of similar properties in the surrounding area. Blue Barrel Disposal will provide appropriate lighting, privacy slats for the existing perimeter fence, and install gravel overlay on all portions of the leased premises. 5. A soils test will be completed prior to occupancy of the property to ensure that the soil is free from any foreign substance. Accompanied with the lease agreement is the land use permit (Development Review Permit) which is a requirement of the Unified Development Code. The Development Review permit includes the same conditions that are on the lease agreement. Also, the required environmental documents (Notice Of Exemption) have been filed with the Los Angeles County Clerk's Office. ALTERNATIVE ACTIONS Other actions as determined by Council. FISCAL IMPACT The approval of this Lease Agreement with Blue Barrel Disposal will increase revenue projections for the City's Miscellaneous Revenues Account as follows: FY 1999/00 - $8,040.69 FY 2000/01 - $10,720.92 FY 2001/02 - $2,680.23 ATTACHMENTS Lease Agreement Development Review Permit Location Map JJL:JWH:lep S:\pbs\coundI\ar1ease.doc CITY OF SANTA CLARITA MASTER CASE 99-251 DEVELOPMENT REVIEW 99-021 Per Code Section 17.03.060 of the Unified Development Code Date: September 29, 1999 Applicant: Karl McCarthy 25772 Springbrook Santa Clarita, CA 91354 Location: 23029 Drayton Street Request: The applicant is requesting approval to temporarily use approximately 21,000 square feet of vacant land to store residential waste and recycling containers, 3 - yard bins, and for larger roll -off type containers. In addition, the premises would serve as a daily drop off location for the temporary storage of bulky residential waste items. The premises would also include parking for Western Waste employees. Findings: The Director of Planning and Building Services has determined that the applicant's request is a reasonable and conforming use of the property along with the application of the conditions of approval/mitigation measures. The determination has been made that the principles and standards required by the Unified Development Code have been applied to this decision. Therefore, this development review proposal is approved, subject to the following conditions/mitigation measures: CONDITIONS OF APPROVAL/MITIGATION MEASURES 1. The project shall be developed in substantial conformance with Exhibit "A". 2. This permit shall expire two years from issuance. At expiration, the applicant may request an extension which would be reviewed and approved on a month to month basis only. 3. The applicant is approved to use the property to store empty residential waste and recycling containers, 3 -yard bins, and for larger roll -off type containers. In addition, the premises would serve as a daily drop off location for the temporary storage of bulky residential waste items. The premises would also include parking for Western Waste employees. 4. The applicant shall be required to provide appropriate lighting, privacy slats for the existing perimeter fence, and install gravel overlay on all portions of the site. 5. Prior to occupancy of the site, the applicant shall provide a soils test to ensure that the soil is free from any foreign substance. 6. No signage will be allowed on the site. This approval shall not supersede the approval of any other affected agencies requirements. This approval is good for two years. Time extensions will be subject to the approval of the Director of Planning and Building Services. 8. The applicant and property owner shall comply with all inspection requirements as deemed necessary by the City of Santa Clarita. 9. The applicant shall comply with all applicable Building and Safety and Engineering Division requirements. 10. The applicant must sign the attached notarized affidavit to confirm acceptance of the conditions of this grant. The notarized affidavit then must be returned to the Planning and Building Services Department before approval is granted.
