BACKGROUND
Blue Barrel Disposal approached the City in July of 1999 to lease approximately 2 1, 000 square
feet of City owned property on Drayton Street. Blue Barrel Disposal proposes to use the vacant
land for employee parking and temporary storage.
Staff has negotiated the terms of the lease which are included in the attached agreement and
summarized as follows:
1. The property would be used for storage of empty residential waste and recycling containers,
3 -yard bins, and for larger roll -off type containers. In addition, the premises would serve as
a daily drop off location for the temporary storage of bulky residential waste items. The
premises would also include parking for Blue Barrel employees.
2. A two-year lease agreement which could be extended on a month to month basis after the
initial two-year agreement is fulfilled.
3. A monthly rental fee of $893.41. The dollar amount was analyzed by Doug Sonderegger of
Richard Ellis Brokerage Services and is consistent with the rental fee of similar properties
in the surrounding area.

perimeter fence, and install gravel overlay on all portions of the leased premises.

from any foreign substance.
Accompanied with the lease agreement is the land use permit (Development Review Permit)

includes the same conditions that are on the lease agreement. Also, the required
environmental documents (Notice Of Exemption) have been filed with the Los Angeles County
