HomeMy WebLinkAbout1999-02-09 - AGENDA REPORTS - CALARTS LEFT TURN RESTRICTION (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: February 9, 1999 City Manager Approv Item to be presented SUBJECT: LEFT -TURN RESTRICTION FROM CALIFORNIA INSTITUTE OF THE ARTS ONTO MCBEAN PARKWAY DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council direct staff to prohibit left -turns out of the McBean Parkway driveway of the California Institute of the Arts ("Cal Arts") located at 24700 McBean Parkway, and install the necessary signs and markings to prohibit those movements. BACKGROUND Cal Arts requested that the City investigate the potential prohibition of left -turns coming out of the Cal Arts campus onto McBean Parkway (see Exhibits "A" and "B," letter and vicinity map). Presently, Cal Arts has restricted this movement between the hours of 4:00 p.m. and 7:00 p.m. At the November 24, 1998 City Council meeting, staff presented an agenda report recommending the requested left -turn prohibition. At this meeting, Council was concerned about the future proposal of six lanes on McBean Parkway and requested that this item be brought back when the six-laning issue is discussed. Staff is currently involved in reviewing and addressing several concerns and design issues regarding the six -lane proposal and will bring the issue before Council in the next few months. Staff recently received another letter from Cal Arts requesting the left -turn prohibition (see attached letter, Exhibit "C"). Staffs field investigation and review indicate that the left -turn prohibition would be beneficial regardless of whether there are four lanes or six lanes on McBean Parkway. Presently Cal Arts has two full accesses, one on McBean Parkway and one off of Tournament Road, that are both uncontrolled. If left -turn access coming out of the uncontrolled McBean Parkway driveway were prohibited, those who wish to go west on McBean Parkway could easily exit off the Tournament Road access and make a left -turn at McBean Parkway, which is controlled by a traffic signal. Motorists may also make a right -turn at the McBean Parkway driveway and make a U-turn at the Tournament Road intersection. It should be noted that in the near future, the traffic signal at the intersection of McBean Parkway and Tournament Road will be modified to have left -turn phasing in the east -west g LEFT -TURN RESTRICTION FROM CALIFORNIA INSTITUTE OF THE ARTS ONTO MCBEAN PARKWAY February 9, 1999- Page 2 directions. The attached Exhibit "D" shows the proposed restricted left -turns. This is the preferred movement and is recommended by staff. ALTERNATIVE ACTIONS 1. Leave existing situation as is. 2. Other action as determined by the City Council. FISCAL IMPACT Funds for the implementation of all signing/striping have been budgeted in Account No. 5211-7335 in Fiscal Year 1998-99. The estimated cost for this work is $300.00. The Institute concurs with your recommendation that the left turn be eliminated when exiting the campus onto McBean Parkway. With the addition of a third lane of traffic eastbound on McBean Parkway, a left turn will be even more hazardous. The addition of a left turn arrow at McBean Parkway and Tournament Road should be added as you indicated in order to facilitate those exiting the campus onto McBean Parkway heading to the freeway. it is our understanding that if this recommendation is implemented, "No Left Tutsi' signs will be installed. It is our understanding that the response to our request was deferred due to our comment, in our letter dated October 22, 1998, about future lanes being added to McBean Parkway. Prohibiting left -turns from our campus onto McBean Parkway is very important tows. We are always concerned for our student, staff, faculty, and guests safety, and this restriction would be a wonderful way for the City to assist us in meeting our safety objective. Although we have posted a "No Left Turn" (between the hours of 4:00 p.m. and 7:00 p.m.) sign on our property we would appreciate a permanent restriction.
