SUBJECT: CENTRAL PARK PROJECT NO. 99-057 —
NOTICE TO AWARD BID ALTERNATES
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. Authorize Valley Crest to proceed with the construction of the six bid alternates in the
amount of $921,214.43. The bid alternates include office building, restroom and
concession building, maintenance building, sport field lighting, tot -lot, and parking lot
paving.
2. Authorize extending the contract with Willdan Associates for an amount not to exceed
$65,000, for construction inspection service.
3. Authorize Valley Crest to proceed with the completion of Phase I construction at an
amount not to exceed $1,213,785.57. This will include an additional two softball
diamonds, two sports fields, field lighting, and landscape and irrigation.
4. Authorize the expenditure of up to $300,000 to CLWA for water connection fees.
5. Authorize the City Manager or his designee to execute all documents, subject to City
Attorney approval.
BACKGROUND
October 13, 1998, City Council authorized entering into a contract with Valley Crest to
construct Central Park Phase I. Due to budget constraints, this phase of construction was
limited to two lighted softball fields, two sports fields (one lighted), a parking lot, and the
infrastructure to support the site. The Council also authorized entering into a contract to
design the balance of Phase I.
On December 8, 1998, the City Council approved the mid -year budget, which included $2.5
million for constructing the balance of Central Park Phase I. This funding will be used to
complete Phase I, and will include two lighted softball and sports fields, an office building,
restroom and concession building, maintenance building, lighting for the remaining sport
field, tot -lot, additional parking lots, and asphalt paving for the existing parking.
Valley Crest will construct the remaining sports field with lighting per the existing contract
bid line items approved by City Council on October 13, 1998. In addition, staff has
successfully negotiated with Valley Crest the cost of the bid alternate items and the site
grading. City staff is satisfied that Valley Crest has negotiated in good faith and looks
forward to the successful completion of this project.
The cost breakdown for the funds appropriated at mid year is as follows:

Approximately 35 acres of active parkland will be improved as part of the Phase I
development of Central Park. The total package of amenities provided include four
lighted regulation softball diamonds that include one championship field, four
lighted sport fields, two restrooms with one concession building, an office building,
maintenance facility, tot lot, walkways, picnic areas, interior roadway, and parking
facilities.

FISCAL IMPACT
An amount of $2.5 million is budgeted and available in Account #P4001200-8001.
