appointment process.

BACKGROUND
By letter dated June 16, 1999, Paul Higgins has resigned his position on the Parks and
Recreation Commission effective July 15, 1999. Mr. Higgins was a nominee of Mayor Jo Anne
Darcy and his term expires in July, 2002. Pursuant to requirements in the California
Government Code, below is a preliminary schedule to complete the appointment process:
July 13 Council declares vacancies (regular Council meeting)
July 15 City Clerk posts and publishes Notice of Vacancy per Government
Code 54974. Prospective candidates may pick up applications in
the City Clerk's Office. (notice to be published twice and posted in the
Clerk's Office, the Libraries, and the Sheriffs Office)
July 15 -August 13 City Clerk receives applications
August 13-24 Mayor Darcy reviews applications
August 24 Mayor Darcy submits nomination for ratification by the City Council
(regular Council meeting)
The City Clerk will administer the oath of office to the newly appointed Commissioner at the
first regular meeting of the Parks & Recreation Commission in September, 1999.
ALTERNATIVE ACTION
Council may modify the appointment schedule as necessary.

Dear Rick:
This letter is to inform you that I am resigning as a City of Santa Clarita Parks and
Recreation Commissioner effective July 15, 1999. We have purchased a home in Boise,
Idaho and will be relocating.
I have enjoyed being a member of the Parks and Recreation Commission and working
with all the members of the City staff and the other Parks Commissioners.

Duties: The Planning Commission shall have the power and duty, except as otherwise provide by law, to: investigate
and make recommendations to the City Council regarding review of proposals for major public works projects; review
proposals for acquisition of property for street, park or other public purposes; make recommendations to the City
Council with respect to a specific plan or regulation or amendment; hold public hearings on proposed zoning; hear and
decide applications for conditional uses or other permits; hear and decide applications for exceptions or variances;
consider tentative maps of proposed subdivisions; have and exercise all of the powers, duties, rights, privileges and
authorities of a City Planning Commission, as provided for by the State of California.
Qualifications: Each of the five (5) Commissioners shall be a resident of the City and shall be appointed by and serve at
the pleasure of the City Council.
