HomeMy WebLinkAbout1999-01-12 - AGENDA REPORTS - COMMUNITY SERV GRANT PGM (2)CONSENT CALENDAR CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: RECOMMENDED ACTION CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: Adele Macpherson January 12, 1999 COMMUNITY SERVICES GRANT PROGRAM Parks, Recreation, and Community Services City Council approve the Grant Committee's 1999 program funding recommendations and direct staff to execute agreements with selected organizations for grant funding, with remaining Community Services grant funds to be deposited into the Council Contingency Fund # 1240- 7401 for use at Council's discretion. City Council approve a one-time allocation of $5,000 to the Santa Clarita International Film Festival from Council Contingency Fund # 1240-7401. BACKGROUND As part of the Fiscal Year 1998-99 City budget, City Council approved the Community Services Grant Program in the amount of $150,000. Of this budget amount, $40,000 was rolled over from Fiscal Year 1997-98 and was earmarked for School Traffic Safety grants. The remaining $110,000 was designated to assist non-profit organizations in filling community needs in four issue -specific categories: The Arts ($50,000), After -School Programs ($20,000), Family Violence Prevention ($20,000), and Substance Abuse Prevention Programs ($20,000). Eligible projects include one-time startup projects and program enhancements, capital expenditures, and special supplies. The City received thirty-one (31) proposals totaling $224,447 for grant award consideration. On December 2, 1998, the Community Services Grant Review Committee met to evaluate the proposals and provide a recommendation on grant awards to City Council. The Committee is recommending a total of $114,948 in grant funds to be awarded (Attachment A). The committee further recommends that $10,000 be reserved in the Community Services Grant fund to assist the Wm. S. Hart School District work with the City Traffic Division to implement a school safety plan including striping, lights, and street signs. The committee's 0Agenda Itumlar City of Santa Clarita Page 2 Agenda Report final recommendation is that the remaining grant fund balance of $25,052 be rolled into the City Council Contingency Fund, to be used at City Council discretion. The Santa Clarita International Film Festival, a non-profit organization offering a multi- cultural cinematic experience to Santa Clarita 5' and 6' grade students, has additionally requested a one-time allocation of $5,000 to carry out their 1999 program. Requested funding would be used to rent the theater screen, projector, and other equipment at Edwards Cinemas, and would subsidize event costs such as busing students to the theater, a projectionist, and printing. Funds authorized by City Council would come out of the Council Contingency Fund # 1240-7401. ALTERNATIVE ACTIONS 1. City Council direct staff to reevaluate proposals received for possible additional funding recommendations. City Council accept funding as recommended by the Committee, but deny the funding request of the Santa Clarita International Film Festival. 3. Other direction as determined by the City Council. FISCAL IMPACT Funds for this expenditure are budgeted in account # 7413-8110 for Fiscal Year 1998-99. After all grant funds have been disbursed, the remaining grant fund balance of $25,052 will be deposited into the City Council contingency fund #1240-7401 for use at City Council discretion. Funds granted on a one-time basis to the Santa Clarita International Film Festival would be allocated from Council Contingency Fund # 1240-7401.
