SUBJECT: AWARD CONTACT FOR CONSULTANT SERVICES TO UPDATE
THE BRIDGE AND MAJOR THOROUGHFARE DISTRICTS
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council award the contract to Sikand Engineering Associates for consultant services to
update the Bridge and Major Thoroughfare (B&T) Districts in the amount of $263,940.00;
authorize a 15 percent contingency expenditure; authorize the City Manager or designee to
execute all documents subject to City Attorney approval (these documents include the
Cooperative Funding Agreement with Los Angeles County); authorize staff to collect an
additional deposit in the interim while fees are being updated (the total amount of the
deposit and the current fee should equal $10,000.00 per factored development unit in each
district); and appropriate funds as follows:

BACKGROUND
There is a need to revise B&T district fees in the Santa Clarita Valley to provide for
sufficient revenue to finance full highway improvements and alleviate traffic impacts
anticipated from new development. The proposed updates to the Bouquet Canyon, Eastside;
Via Princessa, and Castaic B&T Districts will provide a method to assess new development
an equitable share of the costs to provide necessary bridges and major thoroughfares that
have been identified in the revised Circulation Element.
The proposed improvements may include grading, paving, curb, gutter, signage, street
lighting, medians, storm drains for new and improved roadways, bridge decking and
footings, interchange improvements, grade separations, signals, and intersection
augmentation. Cost estimates will be prepared based on the list of identified improvements

and will include right-of-way costs, traffic control, erosion control, and soft costs for design
and construction administration.
The Eastside B&T District is within the jurisdiction of both the County of Los Angeles and
the City of Santa Clarita. This district was adopted by the County Board of Supervisors on
July 21, 1987. The current collection fee per factored unit is $5,600.00. The Bouquet
Canyon B&T District is also within both City and County jurisdiction. The Board of
Supervisors adopted this district on October 1, 1985. The collection fee per factored
development unit is $5,300.00. Both the Eastside and Bouquet Canyon B&T Districts were
last updated on November 24, 1992. The Via Princessa B&T District is totally within City
limits and was adopted by the City Council on November 24, 1992. The current fee for this
district per factored unit is $7,150.00. The Castaic B&T District is located in County
jurisdiction only. This district was formed on May 25, 1992 and has not been updated since
adoption. The current collection fee per factored unit is $3,400.00.
These existing fees are based on very limited roadway improvements. In January 1999,
City Council approved the formation of the Valencia B&T District with a factored
development unit of nearly $10,000.00. These districts will be patterned after the Valencia
B&T District, with a factored development unit expected to exceed $10,000.00. Staff
therefore recommends that a deposit of an additional fee be collected as a condition of
approval of a final map or as a condition of issuing a building permit. The total amount of
the deposit and the current fee is estimated to be approximately $10,000.00 per factored
development unit. This procedure will only apply to new developments in City jurisdiction,
and will require that an agreement be signed by the owner to pay additional fees if the final
approved fee is greater than the total fee collected. This was the preformation process used
for the Valencia B&T District.
This project is being administered jointly with the County of Los Angeles, and a cooperative
agreement will be executed. The County has agreed to pay half the cost of consulting
services and will deposit the amount of $151,765.00 to specified B&T revenue accounts.
On May 19, 1999, City staff issued a Request for Proposals for updating the Bridge and
Major Thoroughfare Districts. A mandatory meeting was held on June 8, 1999 to provide a
question and answer session. The City received three proposals on June 25, 1999 with
estimated costs ranging from $169,125.00 to $459,646.00. Two firms were interviewed on
August 11, 1999, and a contract was negotiated with Sikand Engineering Associates on
August 25, 1999.
A summary of the scope of work includes: reviewing existing fee structures; making
recommendations and revisions, including additions and/or deletions of facilities to be
included in fee calculations; revising district boundaries if needed; analyzing the traffic
model for impacts; estimating design and cost for improvements; environmental analysis;
and public participation meetings.

ALTERNATIVE ACTIONS
1. Do not award contract. This action will not allow the updating of the B&T districts and
fees will remain the same.
2. Other action as determined by the City Council.
FISCAL IMPACT
This project is being administered jointly with the County of Los Angeles. The County has
agreed to deposit the amount of $151,765.00 to specified B&T revenue accounts. The City
has identified B&T funds in the amount of $52,765.00 for use for this project and is
available in Account Nos. 4361-8001, 4362-8001, and 4363-8001. There is an additional
need of $99,000.00 for this project for the City's share of the cost.
