SUBJECT: COOPERATIVE AGREEMENT WITH LOS ANGELES COUNTY FOR
STORM DRAIN TRANSFERS
DEPARTMENT: Transportation and Engineering Services
RECOMMENDED ACTION
City Council authorize the City Manager or designee to execute the necessary cooperative
agreements with the County of Los Angeles, subject to City Attorney approval, to facilitate the
transfer of selected storm drains and approve and authorize funds to be paid to the Los Angeles
County Flood Control District in the total amount of $189,135.00 for storm drain repairs
needed.
BACKGROUND
Last year City staff and staff from the Los Angeles County Flood Control District (LACFCD)
agreed to process several storm drain transfers to the LACFCD in a more expedient manner.
The current process is extensive and cumbersome. This new process will allow the City to pay
up -front costs for repairs needed to bring storm drains to the District's standards, and be
acceptable for maintenance by the District. Once a cooperative agreement is executed and the
County receives the agreed amount, the City will not be responsible for the maintenance of the
storm drains. Therefore, the County can do the repairs at their convenience. Inspection costs
and construction problems will be avoided, thus costing the City less money and making the
transfer process easier.
Last year, City Council appropriated $200,000 from the Stormwater Utility Fund Balance for
the transfer of some City -owned storm drains. Eight of the 23 storm drains identified by staff
are now ready to be transferred to the District. However, an agreement is required to facilitate
the transfer. The remaining 15 storm drains are being evaluated for right-of-way or easement
issues and will require additional funds with another cooperative agreement to facilitate the
transfer to the LACFCD. A sample draft agreement for the first project in the amount of
$110,000.00, repairing and transferring seven storm drains, is attached.
Staff recommends that all eligible storm drains be transferred to the County to reduce City
maintenance costs. Currently, the Stormwater Utility field crew maintains City storm drains
until they can be transferred to the County. The requested funds will be used to complete the
necessary repairs, and pay any required processing and inspection fees, so that all City -owned
storm drains can be transferred. This will be a significant step toward eliminating the backlog
of storm drain transfers and should be continued until all eligible facilities have been repaired

and transferred. Once this is accomplished, the annual costs for City storm drain maintenance
and the related liability will be significantly reduced.
ALTERNATIVE ACTIONS
Continue maintenance of storm drain facilities and assume liability for their proper operation.
FISCAL IMPACT
This project is being funded by the Stormwater Utility in the amount of $189,135.00. Sufficient
funds have been budgeted in FY 1999-2000 in Project Account No. M0029-8001.
