BACKGROUND At the regular council meeting of August 24, 1999, Council introduced Ordinance 99-11 adjusting Councilmember compensation effective 07/01/2000. The members of the Santa Clarita City Council are compensated monthly by the City for the substantial amount of time and effort they contribute leading our local government. Each Councilmember makes personal and financial sacrifices in order to fulfill the responsibilities associated with their jobs. The last City Council compensation adjustment took place 13 months ago on July 1, 1998. Government Code Section 36516(c) sets forth basic provisions, which allow regular adjustments to City Council compensation. Government Code Section 36515.5 requires that Council compensation adjustments be adopted by the present Council, to be effective for future Councils. This proposed adjustment presents a reasonable manner in which to assure the fair and equitable compensation of Councilmembers of future City Councils. Section 36516(c) provides for Councilmember compensation to be increased 5% for each calendar year from the operative date of the last adjustment of salary. The last salary adjustment was July 1, 1998. The recommended increase in Council Compensation is a compounded 10% to be effective July 1, 2000. This represents a 5% increase for the period of July 1, 1998 through June 30, 1999 and a 5% increase for the period of July 1, 1999 to June 30, 2000. FISCAL IMPACT The proposed increase of $98.90 a month represents an approximate annual increase of $7,700.00 in salary and salary based benefits and taxes.
