CITY COUNCIL MEETING POLICY

City Council reaffirm existing City Council meeting policy.
BACKGROUND
In April 1992, the City Council adopted a policy to formally set the time of
adjournment of City Council meetings at 11:30 p.m. The policy also stated that in
no case shall any meeting of boards and/or commissions continue after 12:00
midnight.
The policy set forth procedures in order to assist the City Council in keeping with
the timelines. The following procedures are identified in the policy:
1. The City Council shall review remaining items on the agenda at 10:00 p.m. in
order to potentially adjust the agenda to consider items of immediate
concern.
2. The City Council shall not begin consideration of a new item at or after 11:00
p.m.
3. The City Council shall continue all unfinished items to the next regularly
scheduled Council meeting for consideration.
Over the past couple of months, meetings have gone past the policy stated time
limits. At this time, staff is requesting direction from the City Council on whether
they would like to amend the policy or have staff enforce the existing policy.
ALTERNATIVE ACTIONS
1. City Council choose to extend the time limits (adjourn some time after
11:30 p.m.) set forth in the policy.
2. City Council choose to further limit (adjourn prior to 11:30 p.m.) the time limits
set forth in the policy.
3. Maintain the existing procedure.
4. Other action as determined by the City Council.

STANDARD MANAGEMENT PROCEDURE
The purpose of this policy is to formally set time of adjournment of
City Council Meetings at 11:30 p.m. In addition, this policy will
allow all meetings to be conducted in a businesslike manner and ensure
that decisions are given proper time for consideration at a reasonable
hour to prevent fatigue.
This policy is consistent with that presently used by the Planning
Commission.
II. Policy
It is the declared policy of the City Council to adjourn all City
Council meetings at or before 11:30 p.m. In no case shall any meeting
of boards and/or commissions continue after 12 midnight.
In order to ensure that this hour is not exceeded, the following
procedure shall be followed.
III. Procedure
A. The City Council shall review remaining items on the agenda at
10:00 p.m. in order to potentially adjust the agenda to consider
items of immediate concern.
Prior to the break, the Mayor shall indicate the'potential for not
completing the agenda and request that the applicants discuss with
the City Manager and City Clerk their continuing an item to the
.next regularly scheduled meeting.
B. The City Council shall not begin consideration of a new item at or
after 11:00 p.m.
C. The City Council shall continue all unfinished items to the next
regularly scheduled Council meeting for consideration.
IV. Exceptions
Exceptions to this policy are permitted upon a 4/5 vote of the Council,
Commission or Board.
