HomeMy WebLinkAbout1999-09-14 - AGENDA REPORTS - CYNCNTRY PRESENTATION (5)CITY OF SANTA CLARITA INTEROFFICE MEMORANDUM TO: UrDand Councilmemb--er��s FROM: a ty anager DATE: September 14, 1999 SUBJECT: CANYON COUNTRY—BETTER THAN EVER PROGRAM The Canyon Country --Better Than Ever committee is comprised of a team of concerned citizens who wish to make Canyon Country a better place to work live and play. The goal is to work collaboratively with residents, businesses, schools, and other key stakeholders to together make Canyon Country --Better Than Ever. Three committees and several subcommittees have formed to identify key issues, identify assets within the community to address issues, and finally develop and implement a series of action plans to reach the primary goal of making Canyon Country --Better Than Ever. Over 70 members of the Canyon Country community have worked diligently for many months to first become informed of the local government process, outline a shared vision for their community, identify key issues, and finally develop key goals and strategies to address those issues. To date, the committee has had a variety of successes including spearheading the adoption of the parking on the lawn ordinance, Canyon Country C.I.T. Team community clean ups, opposition to the Transit Mixed project, the Canyon Country bike patrol, and strong citizen advocacy for the sign ordinance implementation. In addition, they have accomplished much of the preliminary work needed to attain the goals set forth in this presentation. Most importantly, all involved in the Canyon County Beautification Committees are now civic leaders and carry a renewed sense of civic pride and a desire to work together with fellow residents and other partners to create the best tomorrow possible for future generations. TM:vjj S AADMIN\CCrrEMS\CCBTEAGN.DOC Attachments: The Committees and Their Goals Key Goals Community Vision Statement THE CANYON COUNTRY—BETTER THAN EVER COMMITTEES AND THEIR GOALS Neighborhood Preservation Committee The purpose of the Neighborhood Preservation Committee is to enhance the aesthetics of the neighborhoods within the Canyon Country Community. In addition, the committee seeks to strengthen the bonds of the neighborhood, instill a great sense of community pride, and ignite a passion for involvement in neighborhood, community and citywide events in order to create a thriving, healthy community. Neighborhood Preservation Committee - Key Goals: • Create community gardens in vacant lots and other appropriate areas of the community to beautify areas and draw residents together. • Create a community outreach program to bring neighbors together and strengthen bonds within the community. (Neighbors Being Neighborly Campaign, Welcome Wagon and Block Parties) • Create a community asset listing (directory) for distribution to all residents. • Research the history of the area and work in conjunction with schools to incorporate in curriculum, as well as celebrate history through various community events. • Provide awards for "Canyon Country Kudos," Yard of the Month, etc. and other incentives that promote neighborhood pride. • Establish Canyon Country Better than ever link on City Web page for announcements and key information. General Beautification Committee The goal of the committee is to create an identity for and enhance the overall image of the Canyon Country community while preserving its rich history and rural atmosphere. In addition, the committee seeks to ensure that all future development is consistent with the high standards its community and residents desire. The General Beautification committee consists of several subcommittees: Architectural Subcommittee – Key Goals • Promote and support implementation of the sign ordinance designed to improve overall aesthetics of commercial areas. • Establish architectural design standards within commercial areas. • Upgrade street signage throughout commercial and residential areas with a theme representative of Canyon County. • Design and implement Gateway signage features at primary entry points to Canyon Country area. • Research and determine a process to underground utilities along Soledad Canyon Road. CANYON COUNTRY — BETTER THAN EVER PROGRAM September 14, 1999 - Page 2 Serve as active community representatives to the City of Santa Clarita Beautification Master Planning effort. Prepare criteria and serve on board for allocation of CDBG dollars for home and other private property improvements. Recreational Subcommittee - Key Goals • Develop northern spur of the trail system in San Canyon. • Provide community input for development of the overall master plan for the Santa Clarita Sports Complex expansion. • Recommend acquisition of sections of Santa Clara River for recreational purposes. • Develop programs and projects that capitalize on the Santa Clara River. • Host various community recreational events i.e. 5K Run, Relays, and Celebrations centered in Canyon Country, Trail Days Celebration. • Provide input and assistance on completion of subsequent phases of Canyon Country Park to include tennis courts and shade structures and determine if existing plan is consistent with current needs. Public Facilities Subcommittee — Key Goals Provide community input and support for development design and construction of Canyon Country Library and complimentary facilities. Establish Children's Museum in the community. Enhance Canyon Country Park to include more child friendly playground areas. Code Enforcement/Zoning Subcommittee — Key Goals • Promote compliance with sign ordinance as of November 1999. • Develop volunteer committee to address code enforcement issues and report pressing issues to City Code Enforcement. (RV Parking, Lawn Ordinance, Substandard Structures) • Conduct quarterly neighborhood cleanups. • Develop program to address proliferation of garage sales and signage. • Develop strategy for removal of billboards. • Develop program in conjunction with business to address removal of "stray" shopping carts. Public Safety Committee The goal of the Public Safety Committee is to ensure that the Canyon County Community is free of fear and that all residents, business owners, and businesses can interact in a safe and healthy environment. CANYON COUNTRY — BETTER THAN EVER PROGRAM September 14, 1999 - Page 3 Public Safety Committee - Key Goals • Achieve Safest City status. • Establish volunteer citizen bike patrol. • Establish volunteer neighborhood walk patrol. • Enhance the graffiti volunteer base by 15 percent in Year 2000. • Work in conjunction with the Canyon County C.I.T. team to develop effective community based programs. (Safe house, Neighborhood Watch) • Identify key areas of traffic -related concerns (primarily around school zones) and work in conjunction with the City to address them.
