SUBJECT: MAGIC MOUNTAIN PARKWAY/VIA PRINCESSA EXTENSION —
SAN FERNANDO ROAD TO RAINBOW GLEN DRIVE
AWARD DESIGN CONTRACT — PHASE II, WEST SEGMENT

RECOMMENDED ACTION
City Council authorize the City Manager to execute the contract with ASL Consulting
Engineers for design services for Phase II, West Segment of the Magic Mountain
Parkway/Via Princessa Extension (San Fernando Road to Rainbow Glen Drive) in an
amount not to exceed $1,296,960.00, plus a $200,000.00 contingency expenditure.
BACKGROUND
As part of the October 8, 1994 Community Strategic. Plan, the community identified the
"lack of adequate roadways throughout the valley" as a major concern. The focus was
centered on east/west circulation. In April 1995, the City Council adopted the alignment of
Magic Mountain Parkway/Via Princessa from San Fernando Road to Rainbow Glen Drive
as the preferred alternative route.
In keeping with the City's commitment to the Strategic Plan, staff solicited a design
proposal for Phases I and II from more than 100 firms. Phase I included performing
alignment studies and preparing the Environmental Impact Report (EIR), Project Study
Report (PSR), and Project Report (PR). Phase II includes the right-of-way acquisition and
preparation of the design plans and contract specifications.
On June 11, 1996, the City Council awarded the design contract to ASL Consulting
Engineers, and authorized the City Manager to execute the contract for Phase I. Phase I
was completed by ASL Consulting Engineers, and the EIR was certified by the City Council
on January 26, 1999.
Due to changes in the development plans for the "Porta Bella" property, as well as
properties owned by other developers within the project limits, Phase II has been divided
into three segments (west, middle, and east). The West Segment includes the extension of
Magic Mountain Parkway from San Fernando Road to the west boundary of "Porta Bella."

The Middle Segment includes the extension of Magic Mountain Parkway and Via Princessa
within the limits of the "Porta Bella" property, from west to east. The East Segment
completes the connection of Via Princessa from the east boundary of "Porta Bella" to
Rainbow Glen Drive.
The East and Middle Segments are currently being considered for design by various
developers. This item is before the Council to award the contract for the remaining West
Segment. Staff recommends that the City continue its contract with ASL Consulting
Engineers, and authorize the City Manager to execute the contract for the Phase II, West
Segment design services.
ALTERNATIVE ACTIONS
1. Postpone or cancel the project.. This action will delay the construction of the needed
circulation link.
2. Other action as determined by the City Council.
FISCAL IMPACT
Sufficient funds for this project are budgeted in Project Account No. 50005.
