RECOMMENDED ACTION
Review and discuss.
BACKGROUND
The City Council requested that staff provide information regarding changing from a
non -elected mayor to an elected mayor. Changing from having a rotating mayor, to
an elected mayor would need to be decided by the voters. An affirmative vote on this
would be followed by another vote of the people at a separate election to elect a
mayor.
This issue surfaced a few years ago, at which time the City Council directed staff to
try and ascertain community interest in the subject. The City held a meeting of its
Public Information Resource Group (a group of local "movers and shakers" around
town). The group decided that they were not supportive of an elected mayor at that
time.
The following 13 cities were surveyed regarding their policies/procedures for the
Mayor. Of the 13, seven of them have an elected Mayor.

FISCAL IMPACT
If a special election were held to place this matter before a vote of the people, the cost
would be approximately $170,000.
If the matter were placed as a measure at a regularly scheduled City election, the cost
would be approximately $20,000.
