SUBJECT: CONTRACT RENEWAL: FEDERAL LEGISLATIVE
ADVOCACY SERVICES

RECOMMENDED ACTION
Authorize the City Manager to renew the contract of John H. Montgomery and John R.
O'Donnell for federal legislative advocacy services in the amount of $4,000 per month plus
up to $4,000 for expenses (contingent on mid -year request), for a total amount of $52,000,
for the period November 1, 1999 through October 31, 2000.
Since 1995, the City of Santa Clarita has retained the services of John Montgomery and
John O'Donnell for purposes of federal legislative advocacy. The City Council is requested
to renew the contract for the period November 1, 1999 through October 31, 2000.
During the past year, Montgomery and O'Donnell have worked on a variety of issues on
behalf of the City including: securing $1.2 million for the transit maintenance facility;
facilitating the quick review and approval of the City's $2.3 million in Section 108 Loan
Guarantees from HUD; continuing to build support within the Congressional delegation for
city -friendly electronic commerce legislation; coordinating with Senator Boxer's staff to
ensure that Senator Domenici's (R -NM) National Forest System Community Purposes Act
S 1184 does not negatively impact Elsmere Canyon; participating in the coalition to
eliminate the mandatory inclusion of California cities in social security; beginning dialogue
on flexible funding formula for Department of Justice Community Oriented Policing
Services (COPS) program; and actively participated in meetings of the NLC Coalition to
Amend the Stafford Act.
On December 10, 1999, Mr. Montgomery and Mr. O'Donnell will be meeting with City staff
and the Mayor to discuss the City's legislative platform and work program areas for the
coming year.

ALTERNATIVE ACTIONS
1. Determine that Montgomery and O'Donnell have provided excellent federal advocacy
services and renew the contract for an additional year.
2. Determine that federal advocacy professional services contract should be put out to bid.
3. Terminate all federal contract advocacy services and determine that federal advocacy
should be handled by staff or in conjunction with Burke, Williams and Sorensen.
4. Other direction as determined by the City Council.
FISCAL IMPACT
$48,000 has already been budgeted in account 1210-8110 for FY 1999/2000, which
represents a monthly retainer of $4,000 per month. An additional $4,000 will be requested
through the mid -year budget process for expenses. The total amount of $52,000 is the same
amount charged by Montgomery and O'Donnell for services in each of the past three years,
thus representing no increase in fee.
