HomeMy WebLinkAbout1999-03-23 - AGENDA REPORTS - FIREWORK FUNDING (2)CITY OF SANTA CLARITA AGENDA REPORT UNFINISHED BUSINESS DATE: March 23, 1999 City Manager Approval: Item to be presented b�: Adele Macpherson SUBJECT: FUNDING FOR JULY 4, 1999, FIREWORKS DISPLAY DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION Receive and comment on the fireworks report, and appropriate funds in an amount not to exceed $35,000, for a fireworks display on July 4, 1999, and that funds be transferred from Council contingency account #1240-7401 to account #7416-8001. At its February 28, 1999 meeting, the City Council unanimously supported a fireworks display to be held in the city on July 4, 1999. Staff was instructed to meet with the interested parties to determine a suitable location. The first meeting held on March 2, was attended by the Fire and Sheriffs Departments, the Santa Clarita Chamber of Commerce, The Signal, Theatre Arts for Children, Custom Productions Company (Gene Taylor), and city staff. All options and variances were discussed, including additional investigations that had been conducted of potential fireworks locations The group determined that there were two potential locations which addressed the safety concerns: the College of the Canyons Stadium and the Town Center Mall. The fireworks display held at the College of the Canyons in 1990 resulted in tens of thousands of dollars in damage to the Summit and surrounding areas. As a direct result of the damage, the College has not been used for a major fireworks display since 1990. The College District has outlined a detailed list of requirements that must be submitted in writing prior to their consideration of the proposal. Taking this into consideration, along with time and space constraints and cost concerns, the Town Center Mall is the preferred viable location. The committee recommends that the city host a 10-15 minute fireworks display, free to the public, at the north side of the Town Center Mall. A Request for Proposal will be released which will include a musical element. The committee is hopefixl that it will be feasible to broadcast the music on the local radio station and public access television, to enable surrounding neighborhood residents to view the display and listen to the music in their backyards, creating neighborhood events, and reducing traffic. Staff is currently working with The Signal, the Chamber of Commerce, and local vendors with regard to sponsorships. The Newhall Land and Farming Company and the Town Center Mall management have been very supportive of the proposal and will provide parking and security for the event. It is the recommendation of the committee that a large community event, including a fireworks display be planned for July 4, 2000 at the new Central Park facility. The anticipated cost of this years event is $35,000, which will be offset in part by sponsors. The allocation of funds will allow the planning and procurement associated with the event to proceed. The Newhall Signal, the SGV Chamber of Commerce, and the Town Center Mall have all expressed support for this event. Staff will continue to solicit additional sponsors. FISCAL IMPACT It is estimated that the cost for a 10-15 minute fireworks display will be $10,000-$15,000. The estimated cost of Sheriff's personnel is $5,000 and Field Services staff $3,000. Additional costs would include portable toilets, security fencing, security, and advertising; however, sponsors will be recruited for these costs. It is requested that the City Council appropriate funds in an amount not to exceed $35,000, for a fireworks display on July 4, 1999 and that funds be transferred from Council contingency account #1240-7401 to account #7416-8001.
