SUBJECT: GALETON ROAD IMPROVEMENTS - PROJECT NO. M3001—
AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council award the contract for the Galeton Road Improvements, Project No. M3001 to
R.C. Becker & Son, Inc. in the amount of $87,045.57 and authorize a 15 percent contingency
should any change orders to the contract become necessary. This is contingent on approval
of the midyear budget adjustment. Authorize the City Manager or designee to execute all
documents, subject to City Attorney approval.
BACKGROUND
On September 28, 1999, the City Council authorized the advertisement for bids for Galeton
Road Improvements, Project No. M3001. This project will install curb and gutter along the
west side of the street; install a catch basin to relieve the current drainage problems;
reconstruct existing driveway approaches; and repair the asphalt roadway surfacing. This
project will greatly improve this segment of Galeton Road. The limits of this project are
from Soledad Canyon Road to Stillmore Street (Exhibit "A," Project Location Map).
On Tuesday, October 19, 1999, the bids were received by the City Clerk's office (Exhibit "B,"
Bid Results). The Engineer's Estimate for this project was $70,000.00. The lowest bid was
submitted by R.C. Becker & Son, Inc. in the amount of $87,045.57.
The high bid amount is due to increasing unit prices submitted by all of the contractors at
the bid opening. Also, the scope of work increased during the design, which added an
additional catch basin, striping, and traffic signal loops. Additional funds are needed to
cover these unanticipated project cost, and have been requested as part of the Fiscal
Year 1999-2000 midyear budget process.
Staff recommends that the project be awarded to R.C. Becker & Son, Inc., the lowest
responsive bidder (Exhibit "B"). R.C. Becker & Son, Inc. possesses a State Contractor's
License and is in good standing with the State Contractor's License Board. The bid of
$87,045.57 was reviewed for accuracy and conformance to the contract documents and was
found to be complete. This contractor has previously constructed several projects to the
City's satisfaction. Other references have indicated that this contractor has performed
work that has met their goals.

1. Do not award the contract at this time.

FISCAL IMPACT
During the Fiscal Year 1999-2000 budget, the City Council appropriated $66,150.00 in
Stormwater Funds to complete improvements to Galeton Road, Project No. M3001. Due to
issues raised regarding the City's ability to utilize Stormwater Funds for this type of
improvement, coupled with the actual costs of this project exceeding the initial Engineer's
Estimate, staff believes it is appropriate to modify the budget for this project during the
midyear process.
As part of the Fiscal Year 19.99-2000 midyear budget process, staff is requesting that the
City Council de -commit all Stormwater Funds previously budgeted for Project No. M3001;
and appropriate $100,000.00 in General Fund monies from the Annual Overlay Program in
order to complete all work associated with this project.
