SUBJECT: AWARD CONTRACTS FOR CONSULTANT SERVICES FOR GOLDEN
VALLEY ROAD/GOLDEN VALLEY HIGH SCHOOL PHASE I
(PROJECT NO. S3016)

RECOMMENDED ACTION
City Council award contracts to the following consultants for the indicated services and
amounts on Project No. 53016; authorize a 15 percent contingency expenditure; authorize
the City Manager or designee to execute and sign all documents; and appropriate funds
from the Eastside B&T District, Fund No. 302.

BACKGROUND

The Santa Clarita Valley Facilities Foundation, in conjunction with the Hart School district
is developing approximately 140 acres of land in the Friendly Valley area of the City. Of
this, approximately 49.6 acres will be used as a high school site. The remaining 80 acres
consists mostly of road right-of-way, slopes and several potentially developable Business
Park, Medium to High Density Residential, and Neighborhood Commercial areas.
On June 22, 1999, City Council approved a Memorandum of Understanding between the
William S. Hart Union High School District, the Santa Clarita Valley Facilities Foundation,

and the City, for the City to administer a combined Golden Valley Road/Golden Valley High
School Phase I site grading project.
Due to the nature of these two projects, the proposed Golden Valley High School site
grading must proceed at the same time as the grading operations for Golden Valley Road
from Sierra Highway to Via Princessa.
This approach is mutually beneficial because it allows the dirt that the school needs to
export to be placed on the roadway where it is needed. The construction schedule of both
projects is very time -critical in order to obtain state bond funding for the school
development and open the school in September 2001.
By agreement with the William S. Hart Union School District and the Santa Clarita Valley
Facilities Foundation, the original date of July 16, 1999 to advertise for construction bids
has been postponed to September 15, 1999. The addition of these two months to the
schedule enables the City to obtain additional soils and geotechnical information prior to
awarding a construction contract.
The total cost for Golden Valley Road Phase I and Golden Valley High School is estimated
to be $20,000,000. This cost is approximately 50 percent City and 50 percent School
District. A more specific cost breakdown will be determined after receiving construction
bids and more complete geotechnical information is available.
Golden Valley Road Phase I cost to the City will be approximately $10,000,000.00. This
cost includes full right-of-way grading, drainage structures, and paving of two traffic lanes
in each direction. This cost does not include signing and striping, environmental
mitigation, vegetation of the graded slopes, traffic signals at the intersection of Sierra
Highway, median modifications and Southern California Edison transmission pole
relocation, which is estimated to cost $550,000.00. This cost also does not account for full
width improvements including an additional traffic lane in each direction, curb, gutter,
sidewalk, bike path, medians, street lights, irrigation and landscaping, which is estimated
to cost $2,200,000.00.
The estimate of City expenses and revenue needs is as follows:

* This figure does not include the intersection or grade separation at Soledad Canyon Road

ALTERNATIVE ACTIONS
1. Postpone award of contracts to a later date. This action will delay the scheduled start of
construction.
2. Other action as determined by the City Council.
FISCAL IMPACT
Bridge and Thoroughfare funds have been identified for use for this project and are
available in Eastside District Account No. 53016302 in the amount of $3,561,374.59. There
are sufficient funds in this account for the above contracts. A specific budget is currently
being refined for the overall project and will be presented to City Council prior to awarding
a construction contract.
